Cuba's Council of State analyzes issues on the parliamentary agenda.

With the participation of President Miguel Díaz-Canel, Cuba's Council of State today reviewed several of the issues that will soon be analyzed by deputies in the National Assembly of People's Power (parliament).

The draft laws on the Military Prosecutor's Office, Public Health, the System of Attention to People's Complaints and Petitions and the State Budget for 2024 were some of the issues evaluated at the meeting, which was also attended by Prime Minister Manuel Marrero.

These regulatory provisions will be submitted for consideration by the Cuban Parliament on December 20, during the second ordinary session of the 10th Legislature.

The members of the Council of State, headed by its president, Esteban Lazo, approved the decree law modifying regulation 157 "On the State Budget for the year 2023", dated December 12, 2022.

As reported by the National Assembly on its website, such provision establishes a proposed adjustment to the State Budget for the current year and, as a consequence, an increase in the fiscal deficit approved by law is estimated, which affects the amount of the public debt.

The Minister of Finance and Prices, Vladimir Regueiro, explained that this proposal was presented by the executive committee of the Council of Ministers, taking into account the limitations of financial resources of the State Budget to support the demands of expenditures in the budgeted and business sectors, as well as the effects on the collection of income.

The meeting also addressed the fulfillment of the island's legislative schedule and the proposals for updating this text, which will be submitted to the supreme organ of State power.

In this regard, the Minister of Justice, Oscar Silvera, pointed out that one of the main challenges of the legislative process lies in guaranteeing the quality of the proposals for the strict compliance with the Constitution of the Republic and the timetable, as well as the coherence in the legal system.

Silvera pointed out that it is also necessary to comply with President Miguel Díaz-Canel's indications regarding the popular participation of the legislative activity, with the realization of specialized consultations, publication on the official websites of the institution and expert consultations.

He emphasized the importance of eliminating the remaining deficiencies in the planning and compliance with the schedules for the elaboration of legal norms.
