The Minneapolis City Council recently approved Resolution 2026R-100, in which it rejects Executive Order 14380 promoted by President Donald Trump and advocates for the normalization of relations between the United States and Cuba.
The resolution, adopted in late March and officially published on April 4, 2026, states that the executive order—aimed at imposing sanctions on countries that trade oil with the island—has produced immediate effects, significantly restricting energy supplies and worsening the economic and social situation in the Caribbean nation.
The Council also highlights concerns expressed by the United Nations regarding the humanitarian impact of the U.S. embargo, warning of potential scenarios of critical deterioration and reiterating the importance of dialogue and respect for international law.
In its operative section, the Minneapolis City Council urges the President of the United States to immediately revoke Executive Order 14380 and to begin substantive negotiations with the Cuban government. It also calls on the U.S. Congress to repeal the Helms-Burton Act and other provisions that hinder the normalization of bilateral relations.
This initiative adds to other voices within the United States calling for the lifting of the embargo and for the establishment of a relationship based on mutual respect and cooperation.
