Workers, who make the economy concrete, also plan it.

Until March 31 of this year, the analysis of the 2023 Plan and Budget is taking place in Cuba in the labor collectives, with issues such as the increase in production, exports and supply to the population at the center of the debates, as highlighted yesterday, through his Twitter account, the deputy prime minister and minister of Economy, Alejandro Gil Fernández.

A communiqué from the National Secretariat of the Cuban Workers' Central (ctc), disseminated by the weekly Trabajadores, specified that the political process of presentation of the 2023 Plan and Budget, to be developed by the trade union movement, is supported by guiding documents such as the Constitution of the Republic, the Labor Code and the Conceptualization of the Cuban economic and social model of socialist development, which define the participation of workers in the planning, management and control of the economy.

The debates - the communiqué foresees - will take place in a complex context, characterized by the insufficient acquisition of convertible foreign currency, a high level of shortages, fiscal deficit, notable inflation which is reflected in the speculative growth of prices, with the consequent loss of the purchasing power of salaries and pensions, in addition to the partial dollarization of the economy, and the intensified economic, commercial and financial blockade, which is the main obstacle to the progress of the country's development programs.

All this, added the note, has negative repercussions on the quality of life of the population, for which reason "the analysis must be based on the demands and needs present in the economy, and must be exchanged in depth and with arguments in each center".

The ctc emphasized that the debates must concentrate on how to promote the export of goods and services, the substitution of imports, the promotion of foreign investment, the progress in the stabilization of the country's macro-economy, the promotion of food production, the reduction of inequalities, the decentralization of competences in function of a greater municipal autonomy and the integral transformation of the socialist state enterprise.

In the case of the budgetary sector, actions aimed at reducing the budget deficit, boosting the collection of income, combating evasion, increasing the control of the use and destination of expenditures, savings based on the rational use of financial, material and human resources, must be addressed, the communiqué pointed out.
