72 UNGA: Statement of the Delegation of the Republic of Cuba at the Thematic Debate on “Disarmament Machinery”,First Committee.New York, 25 October 2017.

Mr. Chairman,

The First Special Session of the General Assembly devoted to Disarmament established the current disarmament machinery of the United Nations system, where each of its components plays a fundamental role and specific functions that must be preserved.

Cuba attaches great importance to the promotion of multilateralism as the basic principle of disarmament negotiations and to the need to make concrete progress, giving the highest priority to nuclear disarmament.

Mr. Chairman,

The international community must take concrete and urgent measures to ensure that the resources currently earmarked for military purposes are reoriented towards activities generating economic and social development and a life of dignity for all human beings. This would contribute to the maintenance of international peace and security.

71 UNGA: Statement by the Cuban delegation at the exchange of views on the institutional arrangements of the instrument, United Nations Conference.

Madam Chair,

We reiterate our appreciation for conducting the work of this Conference.

With regard to the institutional arrangements of the legally binding instrument to prohibit nuclear weapons, leading towards their total elimination, the Cuban delegation would like to highlight, inter alia, the following elements:

71 UNGA: Cuba at exchange of views on the main prohibitions: effective legal measures, provisions and regulations of the instrument, UN Conference to negotiate a legally binding instrument to prohibit nuclear weapons, leading to their total elimination.

Madam Chair,

Since I am taking the floor for the first time, I would like to congratulate you on your election and wish you success in this Conference.

Cuba considers that an instrument to prohibit nuclear weapons should include, inter alia, the following provisions:

• To categorically prohibit the possession, production, development, testing, acquisition, stockpiling, transfer, deployment, stationing, use or threat of use of nuclear weapons.

• To prohibit any activity related to military or other preparations for the use of nuclear weapons.

Statement by the Permanent Representative of Cuba to the United Nations at the High Level Segment of the United Nations Conference to negotiate a legally binding instrument to prohibit nuclear weapons.

Madam Chair,

My delegation endorses the statement by El Salvador on behalf of CELAC and wishes to congratulate you on being elected Chair of this important United Nations Conference, as well as the other members of the Board. You can count on the commitment and cooperation of Cuba.

Mr. Chairman,

The Cuban delegation commends you for your election, as well as the other members of the Bureau.

We fully endorse the statement delivered by Venezuela on behalf of the Non-Aligned Movement and by the Dominican Republic on behalf of CELAC.

Mr. Chairman,

The possibility of a nuclear war, within the current context of dangerous and growing tensions, is becoming ever closer and unpredictable. We insist that nuclear disarmament is an international priority and deserves attention at the highest level.
