Mr. President,

Our delegation is grateful to you for convening this meeting to discuss the Security Council Annual Report to the General Assembly of 2019, contained in document A/73/2.

Once again, the annual report of such a relevant organ in the maintenance of international peace and security is merely a descriptive account of meetings, activities and decisions of the Security Council, when the vast majority of United Nations Member States have questioned whether this is just a formal and uncritical exercise.

Mr. President:

We welcome the holding of this High-Level Meeting of the General Assembly, in an international juncture characterized by serious and growing threats to international peace and security and by a progressive erosion of multilateralism, the architecture of disarmament and non-proliferation, and the multilateral disarmament forums.

Mr. President,

We appreciate this meeting of the Committee on Relations with the Host Country.

The current session of the Committee should promote and find effective solutions to the problems raised by Member States, as a result of the repeated noncompliance of the Host Country with the obligations stemming from the United Nations Headquarters Agreement. The legal mechanisms established to resolve disputes and restore violated rights should be used.

The delegation of Cuba wishes them every success in their work, for which they count on our support.

In a world driven by selfish interests, in which capitalism considers health a commodity and not a right, it will be impossible to achieve goal 3 of the 2030 Agenda for Sustainable Development: "Ensure healthy lives and promote well-being of all at all ages", and in particular, that of achieving universal health coverage for all people.

Mr. President,

We are grateful for convening this debate on agenda item 11 of the plenary meeting, entitled: Sport for development and peace: building a peaceful and better world through sport and the Olympic ideal, under which draft resolutions A/74/L.18 and A/74/L.24 have been submitted, both co-sponsored by our delegation.

We take this opportunity to thank the delegations of Japan and Armenia for the presentation of both drafts, and for their performance during the negotiations.
