Havana, November 20, 2025.- The members of the Council of State emphasized the importance of the process of studying and analyzing the Government Program to correct distortions and boost the economy, which is taking place in the country between November 15 and December 30, during the regular session chaired by the President of this body, Esteban Lazo Hernández, and with the participation, at the National Capitol, by the First Secretary of the Central Committee of the Party and President of the Republic, Miguel Díaz-Canel Bermúdez, and Prime Minister Manuel Marrero Cruz.
During the rigorous and fruitful debate on this issue, Díaz-Canel highlighted the importance of this popular consultation as a participatory and contributory exercise of collective construction, which will increase the population's knowledge of the Government Program, strengthen it based on the concrete proposals derived from the debates, and defend it in every economic, political, and social scenario of the nation, with a view to contributing, with everyone's input in its implementation, to the transformation of the country's situation.
For his part, Cuban Head of Government Manuel Marrero reported to the Council of State on the implementation and impact of the Government Program measures to date, where a priority is the recovery from the impact of Hurricane Melissa. In his speech, he pointed out that, as a continuation of the regular meeting of the Council of State held last October, those responsible for the general objectives six through ten of the aforementioned Government Program will report on this occasion, respectively, on the progress of their implementation, with a view to continuing to strengthen it with the criteria issued in this analysis.
In this way, the members of this body discussed in depth how much progress has been made and how much remains to be done in terms of the general objectives relating to improving government management, national defense and security, and consolidating and developing social policies, guaranteeing protection for vulnerable individuals, families, households, and communities.
On this last issue, Deputy Prime Minister Eduardo Martínez Díaz highlighted the existence of 13 policies in force in the country, which are implemented through more than 30 social programs; the establishment of the National Commission for Comprehensive Social Policy, provincial and municipal commissions, as well as the functioning of working groups in the demarcation of the people's council throughout the national territory.
He also shared the actions aimed at strengthening the national health and education systems and the progress of the implementation of the Code for Children, Adolescents, and Youth, among other aspects.
