Cuba Reaffirms its Commitment and Zero-Tolerance Policy Against Corruption in Doha

Doha, December 16, 2025 – A Cuban delegation, headed by the Comptroller General of the Republic, Miriam Marbán González, is participating in the 11th Session of the Conference of States Parties to the United Nations Convention against Corruption (UNCAC), taking place in Doha, Qatar, from December 15 to 19, 2025.

At this multilateral forum, the principal legally binding instrument at the global level on this matter, Cuba will reaffirm its firm commitment to the objectives and purposes of the Convention, as well as to its Review Mechanism. The Cuban delegation will support the content of UNCAC and international efforts to prevent and combat corruption and strengthen cooperation among nations.

Cuba’s policy in this area is based on strict adherence to international obligations, its domestic legal framework, and active citizen participation. The Cuban State and Government have made and continue to make countless efforts to raise awareness among all sectors of society about the importance of confronting this scourge.

These efforts were recognized during the two UNCAC review cycles conducted in Cuba, in which broad sectors and organizations of society participated, demonstrating the strong commitment of the Cuban State, Government, and people to this fight.

In her remarks during the general debate, the Comptroller General noted that the main socioeconomic challenge for the country continues to be the economic, commercial, and financial blockade imposed by the United States government, which creates extremely difficult conditions for the performance and development of the national economy and finances. This hostile embargo, with its direct and indirect effects, generates conditions that can foster conduct contrary to the Convention and national laws.

Faced with any manifestation of corruption, Cuba will maintain and rigorously apply a zero-tolerance policy, in accordance with its legal framework and its political will to guarantee an honest public administration at the service of the people.

Cuba's participation in this 11th Conference of the States Parties to UNCAC is yet another example of its active commitment to legality, transparency, and international cooperation in the fight against a phenomenon that hinders the development of nations.
