Statement by the Ministry of Foreign Affairs
Cuba condemns, in the strongest possible terms, the report published on 20 July by the US State Department concerning Cuba’s alleged subversive influence against that country. This is a shoddy propaganda pamphlet. It seeks to bolster the mendacious message that Cuba constitutes a threat to the United States, a pretext that the US government uses to justify collective punishment and genocide against the Cuban people. By fabricating accusatory narratives, it aims to build consensus for a potential military aggression.
It is hypocritical for the State Department to accuse Cuba of promoting subversive actions, when it is well known that it is the US government which, every year, allocates tens of millions of dollars from its federal budget to subvert the internal order in Cuba, provoke hunger and despair, and bring about the overthrow of the Cuban government. This is done by the very same government that has a sordid record of interference and violations of international law, which carries out extrajudicial executions in international waters, engages in political assassination, sponsors acts of genocide, attacks sovereign countries on every continent of the globe and interferes in the electoral processes of sovereign states.
It is also hypocritical to persist with the falsehood of labelling Cuba a state sponsor of terrorism. It is clear that neither this nor any other report can present any evidence, nor even the slightest indication, to support such an illegitimate accusation, as none exists, as is well known to the US government’s own specialist agencies. It is, however, common knowledge that those who finance, organize and instigate violent and terrorist acts against Cuba have found protection and total impunity on US soil.
This report forms part of the discourse on so-called ‘left-wing terrorism’, a novel concept that the US government – and, in particular, its Secretary of State – is bent on promoting as the new enemy. In this way, they seek to lash out against any progressive tendency, social commitment or expression of left-wing views both within and outside US territory, to intensify repression and to instil a form of neo-McCarthyism.
In particular, the aim is to repress and attack the US population itself and to instil fear in those who express solidarity, including those who denounce their government’s unjust aggression against Cuba. It is recognized that opposition is growing in the United States—including amongst Cubans living there and their descendants—to the energy blockade, the strangulation of the Cuban economy and the threat of military aggression.
The State Department persists in questioning Cuba’s ties with other sovereign nations, as if international law had ceased to exist. It manipulates and distorts Cuba’s widely recognized history of solidarity, anti-colonialism and internationalism, even within the United States itself. Every year, Cuba faces repeated and resounding isolation at the United Nations for refusing to end the economic blockade.
Unable to conceal its hidden admiration for the epic nature of the Cuban Revolution, the report reveals a nuclear superpower’s dread in the face of this example of the ideal of social justice and the defense of sovereignty. It demonstrates an inferiority complex towards a national programme that prioritizes the people over the elites.
As it has always done, Cuba will continue to foster friendly relations with the American people and institutions, in strict accordance with international law, the United Nations Charter and the Vienna Convention on Diplomatic Relations.
