Declaración del Gobierno Revolucionario
El Gobierno Revolucionario condena en los términos más enérgicos la canalla acusación del Departamento de Justicia de los Estados Unidos anunciada este 20 de mayo y pregonada durante varias semanas contra el General de Ejército Raúl Castro Ruz, líder de la Revolución cubana.
El gobierno de los Estados Unidos carece de legitimidad y jurisdicción para llevar a cabo esta acción. Se trata de un acto despreciable e infame de provocación política, que descansa en la manipulación deshonesta del incidente que llevó al derribo sobre el espacio aéreo cubano, en febrero de 1996, de dos aeronaves operadas por la organización terrorista Hermanos al Rescate, radicada en Miami, cuya reiterada violación del espacio aéreo cubano con fines hostiles era de ostensible dominio público.
El gobierno estadounidense, además, desvirtúa otras verdades históricas sobre el hecho que utiliza como pretexto. Omite, entre otros detalles, las múltiples denuncias formales presentadas por Cuba en aquel período ante el Departamento de Estado, la Administración Federal de Aviación de los Estados Unidos (FAA) y la Organización de la Aviación Civil Internacional (OACI), sobre las más de 25 violaciones graves y deliberadas del espacio aéreo cubano que ejecutó la citada organización entre 1994 y 1996, en abierta transgresión de las leyes internacionales y la propia legislación estadounidense.
Ignora también las advertencias públicas y oficiales emitidas por las autoridades cubanas sobre la inadmisibilidad de tales violaciones de su espacio aéreo y los mensajes de alerta trasladados directamente al presidente de los Estados Unidos sobre la gravedad y posibles consecuencias de tales transgresiones.
La respuesta de Cuba ante la violación de su espacio aéreo constituyó un acto de legítima defensa, amparado por la Carta de las Naciones Unidas, el Convenio de Chicago sobre Aviación Civil Internacional de 1944, y los principios de soberanía aérea y proporcionalidad.
Estados Unidos, que ha sido víctima del uso de la aviación civil con fines terroristas, no permite ni permitiría la violación hostil y provocadora de aeronaves extranjeras sobre su territorio y actuaría, como lo ha demostrado, con el uso de la fuerza.
La inacción del gobierno estadounidense ante las alertas trasladadas entonces por Cuba, dejó en evidencia su complicidad con la planificación y ejecución desde su territorio de acciones violentas, ilegales y de carácter terrorista contra el gobierno y pueblo cubanos, una práctica reincidente y sistemática desde el triunfo de la Revolución hasta hoy.
Resulta de gran cinismo que formule esta acusación el mismo gobierno que ha asesinado a cerca de 200 personas y destruido 57 embarcaciones en aguas internacionales del Caribe y el Pacífico, lejos del territorio de los Estados Unidos, con el uso desproporcionado de la fuerza militar, por supuestos vínculos con operaciones de narcotráfico nunca demostrados, lo que califica como crímenes de ejecuciones extrajudiciales, acorde con el Derecho Internacional y asesinatos, según las propias leyes estadounidenses.
Esta acusación espuria contra el Líder de la Revolución Cubana, se suma a los intentos desesperados de elementos anticubanos por construir una narrativa fraudulenta en el esfuerzo por justificar el castigo colectivo y despiadado contra el noble pueblo cubano, mediante el reforzamiento de las medidas coercitivas unilaterales, incluyendo el injusto y genocida bloqueo energético y las amenazas de agresión armada.
Cuba ratifica su compromiso con la paz y la firme determinación de ejercer el derecho inalienable a la legítima defensa, que reconoce la Carta de las Naciones Unidas.
El pueblo cubano reafirma la decisión inconmovible de defender la Patria y su Revolución Socialista y, con la mayor fuerza y firmeza, su respaldo irrestricto e invariable al General de Ejército Raúl Castro Ruz, Líder de la Revolución cubana.

STATEMENT BY THE REVOLUTIONARY GOVERNMENT
Cuba condemns the despicable accusation against the Leader of the Revolution
The Revolutionary Government condemns in the strongest terms the despicable accusation by the United States Department of Justice announced on May 20 and proclaimed for several weeks against Army General Raúl Castro Ruz, leader of the Cuban Revolution.
The United States government lacks the legitimacy and jurisdiction to carry out this action. It is a despicable and infamous act of political provocation, based on the dishonest manipulation of the incident that led to the downing, in February 1996, of two aircraft operated by the Miami-based terrorist organization Brothers to the Rescue over Cuban airspace, which repeated violations of Cuban airspace for hostile purposes were of common knowledge.
Furthermore, the U.S. government distorts other historical truths about the event it uses as a pretext. It omits, among other details, the numerous formal complaints filed by Cuba during that period with the State Department, the U.S. Federal Aviation Administration (FAA), and the International Civil Aviation Organization (ICAO) regarding more than 25 serious and deliberate violations of Cuban airspace committed by the cited organization between 1994 and 1996, in blatant transgression of international law and U.S. legislation itself.
It also ignores public and official warnings issued by Cuban authorities about the inadmissibility of such violations of its airspace and alert messages conveyed directly to the President of the United States about the seriousness and possible consequences of such transgressions.
Cuba's response to the violation of its airspace constituted an act of legitimate self-defense, protected by the Charter of the United Nations, the 1944 Chicago Convention on International Civil Aviation, and the principles of air sovereignty and proportionality.
The United States, which has been a victim of the use of civil aviation for terrorist purposes, does not and would not permit the hostile and provocative violation of foreign aircraft over its territory and would act, as it has demonstrated, with the use of force.
The inaction of the US government in the face of the warnings issued by Cuba at the time, revealed its complicity in the planning and execution from its territory of violent, illegal and terrorist actions against the Cuban government and people, a recurring and systematic practice since the triumph of the Revolution to present day.
It is highly cynical that this accusation is made by the same government that has murdered nearly 200 people and destroyed 57 vessels in international waters of the Caribbean and the Pacific, far from the territory of the United States, with the disproportionate use of military force, for alleged links to drug trafficking operations that were never proven, which qualify as extrajudicial executions, in accordance with International Law, and murders, according to US laws themselves.
This spurious accusation against the Leader of the Cuban Revolution adds to the desperate attempts by anti-Cuban elements to construct a fraudulent narrative in an effort to justify the collective and ruthless punishment against the noble
Cuban people, through the strengthening of unilateral coercive measures, including the unjust and genocidal energy blockade and threats of armed aggression.
Cuba reaffirms its commitment to peace and its firm determination to exercise the inalienable right to self-defense, recognized by the Charter of the United Nations.
The Cuban people reaffirm their unwavering decision to defend the Homeland and its Socialist Revolution and, with the greatest strength and firmness, their unrestricted and unchanging support for Army General Raúl Castro Ruz, Leader of the Cuban Revolution.
