Santa Marta, Colombia, 9 de noviembre.- El vicemandatario, que participa en la IV Cumbre de jefes de Estado y de Gobierno entre la Comunidad de Estados Latinoamericanos y Caribeños (Celac) y la Unión Europea (UE), que se desarrolla desde esta jornada y hasta mañana en el Centro de Convenciones Santamar, abogó por un diálogo respetuoso entre iguales.
“No podemos ignorar en esta cita la irracional arremetida del gobierno de Estados Unidos contra Venezuela, y el despliegue en curso de una operación militar ofensiva estadounidense en el Caribe, bajo el falso pretexto de la lucha contra el narcotráfico», señaló.
«Es una amenaza inaceptable de agresión, de violación de la soberanía, que socava la paz y la cooperación que los países latinoamericanos y caribeños queremos y debemos preservar”, añadió.
Añadió que frente a lo que calificó como una ofensiva hegemónica imperialista y al empeño en reactivar la Doctrina Monroe, Cuba reafirma su invariable apoyo al gobierno venezolano, a su presidente y al pueblo bolivariano.
“La comunidad internacional debe movilizarse para detener esta agresión directa y las acciones militares en el Caribe, que ponen en peligro la paz, estabilidad y la seguridad regional.
Por otra parte, catalogó de insuficientes los avances alcanzados en la asociación birregional desde la pasada Cumbre de Bruselas, por lo que llamó a profundizar los vínculos, basados en la confianza y el respeto a la igualdad soberana, la no injerencia en los asuntos internos de los Estados, y al derecho de cada país de decidir su propio sistema político y socioeconómico.
“Un acercamiento más solidario y colaborativo entre países de la Unión Europea y la Celac permitirá traducir la voluntad política en compromisos tangibles y abordar mejor los desafíos.
Áreas prioritarias como el enfrentamiento al cambio climático; la seguridad alimentaria; el financiamiento al desarrollo; la transferencia de tecnologías; energías renovables; la transformación digital; la investigación científica y la innovación; el comercio y la inversión, requieren mas cooperación”, planteó.
Enfatizó el vicepresidente que Cuba se opone a toda forma de imposición externa que busque someter a alguno de sus Estados miembros o atente contra su soberanía.
“En ese sentido, rechazamos la exclusión de tres países de nuestra región de la llamada Cumbre de Las Américas, ahora pospuesta”, sentenció.
También destacó la actitud de la mayoría de los países presentes en la reunión que, a pesar de las enormes presiones a que fueron sometidos, demandaron de manera contundente en las Naciones Unidas el fin del bloqueo impuesto por los Estados Unidos contra la nación antillana durante más de 60 años y rechazaron su impacto extraterritorial.
“Agradecemos las denuncias a la arbitraria decisión de incluirnos nuevamente en la fraudulenta y unilateral lista de países supuestamente patrocinadores del terrorismo”, exclamó.
Aseguró que resultaron expuestas las estrategias de asfixia económica, chantaje e intoxicación mediática del gobierno de Estados Unidos contra la isla, incluyendo las calumnias que pretenden cuestionar la labor altruista de la colaboración médica.
“Aspiramos a que esta Cumbre birregional contribuya a afianzar una relación Celac-Unión Europea más sólida, orientada al desarrollo inclusivo y la cooperación, con mayor compromiso y capacidad de diálogo, sobre bases de reciprocidad y sin injerencias, que nos permitan alcanzar objetivos y construir espacios en beneficio común”, concluyó el vicepresidente.

Cuba denounced the US's warmongering escalation in the Caribbean at the IV CELAC-EU Summit
Santa Marta, Colombia, November 9. The vice president, who is participating in the Fourth Summit of Heads of State and Government between the Community of Latin American and Caribbean States (CELAC) and the European Union (EU), which is taking place from today until tomorrow at the Santamar Convention Center, called for respectful dialogue between equals.
“We cannot ignore at this meeting the irrational attack by the United States government against Venezuela and the ongoing deployment of a U.S. military offensive in the Caribbean under the false pretext of fighting drug trafficking,” he said.
“It is an unacceptable threat of aggression, of violation of sovereignty, which undermines the peace and cooperation that Latin American and Caribbean countries want and must preserve,” he added.
He added that in the face of what he described as an imperialist hegemonic offensive and the determination to revive the Monroe Doctrine, Cuba reaffirms its unwavering support for the Venezuelan government, its president, and the Bolivarian people.
"The international community must mobilize to stop this direct aggression and military actions in the Caribbean, which endanger regional peace, stability, and security.
On the other hand, he described the progress made in the bi-regional partnership since the last Brussels Summit as insufficient, calling for deeper ties based on trust and respect for sovereign equality, non-interference in the internal affairs of States, and the right of each country to decide its own political and socioeconomic system.
"A more supportive and collaborative approach between the countries of the European Union and CELAC will make it possible to translate political will into tangible commitments and better address challenges.
Priority areas such as tackling climate change, food security, development financing, technology transfer, renewable energies, digital transformation, scientific research and innovation, trade, and investment require greater cooperation," he said.
The vice president emphasized that Cuba opposes any form of external imposition that seeks to subjugate any of its member states or undermine their sovereignty.
“In this regard, we reject the exclusion of three countries from our region from the so-called Summit of the Americas, now postponed,” he said.
He also highlighted the attitude of most of the countries present at the meeting which, despite the enormous pressure they were under, forcefully demanded at the United Nations an end to the blockade imposed by the United States against the Caribbean nation for more than 60 years and rejected its extraterritorial impact.
“We appreciate the denunciations of the arbitrary decision to include us once again on the fraudulent and unilateral list of countries allegedly sponsoring terrorism,” he exclaimed.
He assured that the US government's strategies of economic suffocation, blackmail, and media intoxication against the island were exposed, including the slander that seeks to question the altruistic work of medical collaboration.
“We hope that this bi-regional summit will contribute to strengthening a more solid CELAC-European Union relationship, oriented toward inclusive development and cooperation, with greater commitment and capacity for dialogue, on the basis of reciprocity and without interference, allowing us to achieve objectives and build spaces for the common good,” the vice president concluded.
