Bruelas, 9 de diciembre.- Cuba ratificó su voluntad política de cooperar, con toda la comunidad internacional, en los esfuerzos serios y reales que de manera global, regional o birregional se realicen en la batalla contra el problema mundial de las drogas. Así lo ratificó el Cor. Juan Carlos Poey Guerra, jefe del Órgano Especializado de Enfrentamiento Antidrogas, al intervenir en el Seminario de Alto Nivel de las Agencias Nacionales de Drogas de la Unión Europea y la CELAC inaugurado este martes en la capital belga.
“Cuba no es un país productor, almacén o tránsito de drogas hacia terceros países”- señaló Poey Guerra; al tiempo que defendió la prevención como un pilar del principio de tolerancia cero contra el narcotráfico, que sostiene la política de la República de Cuba frente a este flagelo.
La reunión es organizada por el Programa de Cooperación entre América Latina y el Caribe y la Unión Europea en Políticas de Drogas (COPOLAD) y reúne a expertos y directivos de las agencias de drogas de ambas regiones.
La relación de Cuba con el Programa COPOLAD permitió la asistencia técnica para el diseño y preparación del Observatorio Nacional de Drogas, inaugurado en julio de 2025. Esta será una herramienta que mediante sus tres redes: información, investigación y alerta temprana, permitirá una toma de decisiones informada sobre políticas de drogas en el país.

Cuba reaffirms its willingness to cooperate in the fight against drugs
Brussels, December 9.- Cuba reaffirmed its political will to cooperate with the entire international community in serious and real efforts, whether global, regional, or bi-regional, in the battle against the worldwide problem of drugs. This was confirmed by Col. Juan Carlos Poey Guerra, head of the Specialized Anti-Drug Agency, during his speech at the High-Level Seminar of the National Drug Agencies of the European Union and CELAC, which opened on Tuesday in the Belgian capital.
“Cuba is not a producer, warehouse, or transit country for drugs destined for third countries,” said Poey Guerra, while defending prevention as a pillar of the zero-tolerance principle against drug trafficking, which underpins the Republic of Cuba's policy on this scourge.
The meeting is organized by the Cooperation Program between Latin America and the Caribbean and the European Union on Drug Policies (COPOLAD) and brings together experts and executives from drug agencies in both regions.
Cuba's relationship with the COPOLAD Program provided technical assistance for the design and preparation of the National Drug Observatory, which opened in July 2025. This will be a tool that, through its three networks—information, research, and early warning—will enable informed decision-making on drug policies in the country.
