Hacia la conmemoración del centenario del natalicio del Comandante en Jefe Fidel Castro Ruz
“Nada podrá detener el curso de la Historia”
Nosotros, los Jefes de Estado y de Gobierno de la Alianza Bolivariana para los Pueblos de Nuestra América – Tratado de Comercio de los Pueblos (ALBA-TCP), reunidos el 14 de diciembre de 2025, inspirados en el ejemplo de dignidad revolucionaria e inquebrantable defensa de la soberanía del Comandante en Jefe Fidel Castro Ruz, en el marco de la conmemoración del centenario de su natalicio, en 2026, en la víspera del Bicentenario del Congreso Anfictiónico de Panamá y en un contexto de crecientes amenazas a la paz y la estabilidad de América Latina y el Caribe:
Honramos la historia y el legado del Comandante en Jefe Fidel Castro Ruz, precursor fundacional de la organización, junto al líder bolivariano, Hugo Chávez Frías, y gran articulador de los sueños de José Martí para el pueblo cubano, latinoamericano y caribeño.
Reafirmamos nuestro compromiso inquebrantable para seguir profundizando la Doctrina Bolivariana, pensamiento y acción incompatible con toda forma de hegemonía, dominación o tutela imperial, que constituye el pilar fundamental que inspiró a los Comandantes Fidel Castro Ruz y Hugo Chávez Frías, a fundar, hace veintiún años, esta Alianza, como expresión del proyecto histórico, profundamente humanista y antiimperialista que hermana a los pueblos nuestroamericanos.
Condenamos, en los términos más enérgicos, el declarado propósito de la recién publicada Estrategia de Seguridad Nacional del gobierno de los Estados Unidos, orientado a reafirmar y hacer cumplir la obsoleta e históricamente derrotada Doctrina Monroe.
Condenamos el acto de piratería cometido por el gobierno de los Estados Unidos al asaltar y confiscar ilegalmente un buque petrolero venezolano en el Mar Caribe. Este hecho viola el Derecho Internacional y ataca la soberanía de la República Bolivariana de Venezuela.
Saludamos al pueblo venezolano, que consciente de su fuerza histórica, ha demostrado, una vez más, una profunda resiliencia frente a las adversidades y con coraje y conciencia ha defendido su dignidad y su derecho a decidir su propio destino.
Demandamos la exclusión de Cuba de la arbitraria y espuria lista de países supuestamente patrocinadores del terrorismo, que elabora el Departamento de Estado de los Estados Unidos.
Resaltamos los esfuerzos y logros del gobierno de Reconciliación Nacional de Nicaragua en cuanto a la construcción de una economía soberana, entrelazada con pueblos y países luchadores, con potencias respetuosas, soberanas, que se va haciendo realidad desde la valentía y laboriosidad formidable del Pueblo Revolucionario de una Nicaragua cada vez más libre, cada vez más cristiana, cada vez más socialista, cada vez más solidaria.
Demandamos el cese inmediato de toda amenaza militar contra cualquier país de Nuestra América y reiteramos la plena vigencia de la Proclama de América Latina y el Caribe como Zona de Paz, aprobada en la II Cumbre de la CELAC en La Habana, Cuba, en enero de 2014.
Reafirmamos nuestro compromiso con la defensa de los derechos de las personas migrantes, sin importar nacionalidad, cultura, raza o género y exigimos que se cumplan los protocolos de repatriación segura, ordenada, regular y respetuosa con la dignidad humana, conforme a acuerdos bilaterales o multilaterales y a las legislaciones nacionales de nuestros países.
Reconocemos los avances de los programas AGROALBA y ALBA AZUL, orientados a incrementar los niveles de soberanía alimentaria y productiva de nuestros pueblos. Su aplicación ha mostrado importantes resultados que seguiremos impulsando con más fuerza en 2026.
Celebramos el inicio de las operaciones del buque Manuel Gual (Barco del ALBA), como parte de la ejecución de la Agenda Estratégica 2030 del ALBA. Constituye una herramienta fundamental para la cooperación y la promoción del comercio justo y un insumo invaluable puesto al servicio de los pueblos nuestroamericanos.
Aprobamos el Plan de Acción del año 2026, orientado a la consecución de los objetivos planteados en la Agenda Estratégica 2030 del ALBA.
En ese sentido, reiteramos trabajar en la expansión productiva de los proyectos AGROALBA y ALBA AZUL, para la producción agrícola, pesquera y acuícola conjunta y potenciar los encadenamientos logísticos del Banco del ALBA, con la primera Rueda de Negocios y el XII Consejo de Complementación Económica.
Paralelamente, el ALBA activará nuevos mecanismos permanentes de cooperación social, política y cultural para fortalecer la cohesión del bloque. Esto incluye la creación del circuito de formación comunal, para el intercambio de saberes y liderazgo, y la formalización de una fuerza de tarea para respuesta coordinada ante desastre.
El calendario incluirá importantes encuentros como los VI Juegos Deportivos, la Feria Internacional de Turismo (FITALBA) y Consejos Políticos, además de ampliar la oferta de becas científicas, con especial énfasis en el desarrollo de la inteligencia artificial. Estas acciones multidisciplinarias buscan avanzar de manera decisiva hacia los objetivos de la Agenda Estratégica 2030.
Aprobamos la creación de la Misión Internacional de Energía y Electricidad, conformada por los países del ALBA y otros países, con la intención de apoyar a la hermana República de Cuba en la restitución total de la energía eléctrica en el país.
Hoy, cuando nuevas amenazas militares del imperialismo se ciernen sobre nuestra región, los países del ALBA ratificamos que nuestro destino está unido al pensamiento emancipador y legado de la gesta libertaria de Simón Bolívar, del antiimperialismo irreductible de Augusto César Sandino, del sentido nuestroamericano de José Martí, de la rebeldía originaria de Túpac Katari y del temple de Juana Azurduy de Padilla, del liderazgo soberanista de Edward LeBlanc, del compromiso independentista de Sir Vere Cornwall Bird; de la resistencia ancestral de Joseph Chatoyer, del impulso popular de Robert Bradshaw, del proyecto popular de Maurice Bishop y de la lucha por la dignidad nacional de Jean-Baptiste Bideau. En esta herencia común se afianza la Doctrina Bolivariana como síntesis histórica de los pueblos en lucha por su segunda y definitiva independencia que brille para todo el mundo. Declaramos que nuestra determinación de luchar por sus sueños y por la protección de la región sigue intacta con la convicción profunda de que:
"La paz será mi puerto, mi gloria, mi recompensa, mi esperanza, mi dicha y cuanto es precioso en el mundo"

Towards the commemoration of the centenary of the Birth of Commander-in-Chief Fidel Castro Ruz
“Nothing will stop the course of history”
We, the Heads of State and Government of the Bolivarian Alliance for the Peoples of Our America – Peoples' Trade Treaty (ALBA-TCP), meeting on December 14, 2025, inspired by the example of revolutionary dignity and unwavering defense of sovereignty of Commander-in-Chief Fidel Castro Ruz, within the framework of the commemoration of the centenary of his birth in 2026, on the eve of the Bicentennial of the Amphictyonic Congress of Panama and in a context of growing threats to the peace and stability of Latin America and the Caribbean:
We honor the history and legacy of Commander-in-Chief Fidel Castro Ruz, founding father of the organization along with the Bolivarian leader Hugo Chávez Frías, and great integrator of José Martí's dreams for the Cuban, Latin American and Caribbean people.
We reaffirm our unwavering commitment to continue deepening the Bolivarian Doctrine, a philosophy and line of action incompatible with any form of hegemony, domination or imperial tutelage, which constitutes the fundamental pillar that inspired Commanders Fidel Castro Ruz and Hugo Chávez Frías to found this Alliance twenty-one years ago, as an expression of the historical, profoundly humanist and anti-imperialist project that unites the peoples of Our America.
We condemn, in the strongest terms, the stated purpose of the newly published National Security Strategy of the United States government, aimed at reaffirming and enforcing the obsolete and historically defeated Monroe Doctrine.
We condemn the act of piracy perpetrated by the government of the United States in illegally seizing and confiscating a Venezuelan oil tanker in the Caribbean Sea. This act violates the International Law and attacks the sovereignty of the Bolivarian Republic of Venezuela.
We salute the Venezuelan people, who, aware of their historical strength, have demonstrated, once again, a profound resilience in the face of adversity and with courage and awareness have defended their dignity and their right to decide their own destiny.
We demand the exclusion of Cuba from the arbitrary and spurious list of countries supposedly sponsoring terrorism, which is drawn up by the United States Department of State.
We highlight the efforts and achievements of the National Reconciliation government in building a sovereign economy, intertwined with fighting peoples and countries, with respectful, sovereign powers, which is becoming a reality thanks to the courage and formidable hard work of the Revolutionary People of a Nicaragua that is increasingly free, increasingly Christian, increasingly socialist, increasingly supportive.
We demand the immediate cessation of all military threats against any country in Our America and reiterate the full validity of the Proclamation of Latin America and the Caribbean as a Zone of Peace, approved at the 2nd CELAC Summit in Havana, Cuba, in January 2014.
We reaffirm our commitment to defending the rights of migrants, regardless of nationality, culture, race, or gender, and we demand compliance with protocols for safe, orderly, regular, and dignity-respecting repatriation, in accordance with bilateral or multilateral agreements and the domestic laws of our countries.
We acknowledge the progress of the AGROALBA and ALBA AZUL programs, aimed at increasing the levels of food sovereignty and production of our peoples. Their implementation has shown significant results, which we will continue to promote more vigorously in 2026.
We celebrate the start of operations of the Manuel Gual ship (ALBA Ship), as part of the implementation of the 2030 ALBA Strategic Agenda. It constitutes a fundamental tool for cooperation and the promotion of fair trade and an invaluable resource at the service of the peoples of Our America.
We approved the 2026 Action Plan, aimed at achieving the objectives of the 2030 ALBA Strategic Agenda.
In this regard, we reiterate our commitment to working on the productive expansion of the AGROALBA and ALBA AZUL projects for joint agricultural, fishing, and aquaculture production, and to strengthening the logistics chains of the Bank of ALBA, with the first Business Roundtable and the 12th Economic Complementation Council.
In parallel, ALBA will activate new permanent mechanisms for social, political, and cultural cooperation to strengthen the bloc's cohesion. This includes the creation of the Community Training Circuit for the exchange of knowledge and leadership, and the formalization of the Humanitarian Task Force for coordinated natural disaster response.
The calendar will include important events such as the 6th Sports Games, the International Tourism Fair (FITALBA), and the Political Councils, in addition to expanding the range of scientific scholarships, with a special emphasis on the development of the artificial intelligence. These multidisciplinary actions seek to make decisive progress toward the goals of the 2030 Strategic Agenda.
We approved the creation of the International Energy and Electricity Mission, made up of ALBA countries and other countries, with the intention of supporting the sister Republic of Cuba in the total restoration of electricity in the country.
Today, as new imperialist military threats loom over our region, the ALBA countries reaffirm that our destiny is linked to the emancipatory thinking and legacy of Simón Bolívar's libertarian struggle, Augusto César Sandino's unyielding anti-imperialism, José Martí's sense of Our American identity, Túpac Katari's indigenous rebellion, and Juana Azurduy de Padilla's fortitude, the sovereigntist leadership of Edward LeBlanc, the commitment to independence of Sir Vere Cornwall Bird, the ancestral resistance of Joseph Chatoyer, the popular spirit of Robert Bradshaw, the popular project of Maurice Bishop, and the struggle for national dignity of Jean-Baptiste Bideau. It is in this shared heritage that the Bolivarian Doctrine is strengthened as the historical synthesis of the peoples fighting for their second and definitive independence, shining to all the world. We declare that our determination to carry forward their dreams and to protect our region remains intact, with the profound belief that:
“Nothing will stop the course of History.”
