La presencia militar exagerada y agresiva de EE.UU. en la región constituye una amenaza contra América Latina y el Caribe en su conjunto.
Con el impulso del Secretario de Estado, el blanco principal e inmediato es el derrocamiento violento del gobierno de Venezuela con el uso de la fuerza militar de EE.UU., una acción altamente peligrosa e irresponsable de consecuencias impredecibles e incalculables.
Dado el grado de amenaza manifiesto, esto constituye una violación del Derecho Internacional y la Carta de las Naciones Unidas.
Con una escalada militar, se podría cometer un crimen internacional de primer orden.
Esta agresión responde a un objetivo guerrerista que no comparte la mayoría del pueblo de Estados Unidos.
Si estalla la guerra, ¿dónde estará el Secretario de Estado? Alguien realmente piensa que acompañará a jóvenes soldados a arriesgar su vida en una batalla que no es de ellos. Habría que preguntarle si alguna vez pasó el Servicio Militar.
El pretexto de combatir el tráfico ilegal de narcóticos es una mentira insostenible.

La amenaza de guerra no resuelve ninguno de los problemas políticos y económicos internos de Estados Unidos; aleja las posibilidades de una relación constructiva y de entendimiento en la región, a la vez que demuestra a las nuevas generaciones la vieja desconfianza de los pueblos latinoamericanos y caribeños sobre las ambiciones del poderoso vecino del Norte.
Cuba denuncia esta escalada militar en los términos más enérgicos posibles y reafirma su pleno apoyo a Venezuela.
Apelamos también al sentido común, la solidaridad, el espíritu de paz y la ética de la comunidad internacional.
Apelamos al pueblo de Estados Unidos para detener esta locura.

Driven by the Secretary of State, the main and immediate target is the violent overthrow of the government of Venezuela through the use of U.S. military force—an extremely dangerous and irresponsible action with unpredictable and incalculable consequences.
Given the degree of manifest threat, this constitutes a violation of International Law and the Charter of the United Nations.
With a military escalation, an international crime of the highest order could be committed.
This aggression responds to a warmongering objective that is not shared by the majority of the people of the United States.
If war breaks out, where will the Secretary of State be? Does anyone really think he will accompany young soldiers to risk their lives in a battle that is not theirs? One should ask him if he ever completed Military Service.
The pretext of combating illegal drug trafficking is an unsustainable lie.
