Parlamento Europeo, 30 de septiembre de 2026 (miércoles)
Eurodiputados,
Invitados,
Excelencias,

Statement by Ambassador Juan Antonio Fernández Palacios at the event “Cuba Sí, Bloqueo No”
European Parliament, 30 September 2026 (Wednesday)
Members of the European Parliament,
Distinguished guests,
Excellencies,
Ladies and gentlemen,
Allow me to begin by expressing our sincere gratitude to the The Left Group for this important initiative, which promotes reflection on the policy of economic strangulation pursued by the United States Government against Cuba. This initiative forms part of a broad worldwide campaign aimed at denouncing the effects of the multidimensional aggression suffered by our small nation.
For several generations of Cuban women and men, the United States blockade has impacted every aspect of our daily lives in an abusive and ruthless manner for more than six decades.
However, since January 2026, it has intensified and become more cruel and dangerous with the establishment of an energy siege which, through intimidation and coercion, prohibits all countries from exporting fuel to Cuba. This amounts to a naval blockade, classified under international law as an act of war.
The effects and consequences suffered by the Cuban population are devastating. It takes lives, causes individual and collective suffering, and generates anguish. Prolonged power outages lasting 20, 30 and even 40 hours; hospitals operating at minimum capacity, without medicines or essential supplies, with exhausted healthcare personnel; disruptions to the pumping of drinking water, the cooking and preservation of food; the paralysis of public transportation; and interruptions in the food supply chain all threaten the normal life of the average Cuban.
The figures speak for themselves: within one year, the infant mortality rate has more than doubled, from 4 to 9.8 per 1,000 live births. We have a surgical waiting list of 98,000 patients, including 12,000 children; 117,000 cancer patients, including 1,200 children who are not receiving adequate treatment, including radiotherapy and chemotherapy, to cite only a few examples.
We are facing a policy deliberately designed to strike at what is most sensitive for Cuban families, to prevent their well-being and to undermine the dignity of our people. It is an act of collective punishment, unprecedented in scale, and also a crime prohibited under International Humanitarian Law. The evident and immediate objective is to induce a humanitarian crisis in Cuba, which would likewise constitute a crime.
Faced with this undeniable evidence, the Government of the United States and the State Department have been forced to acknowledge the suffering inflicted, yet they have the audacity and cynicism to continue blaming the Government of Cuba. The executioner blames the victim.
What exactly does the United States Government seek in Cuba? To defeat a legitimate political system, freely chosen by a people after long years of intense struggle to achieve definitive independence, and thereby control the country, dominate its economy and nullify the national sovereignty that has cost generations of Cubans so much sacrifice.
To justify its conduct, the Trump Administration insists on the stated fallacy that Cuba constitutes an unusual and extraordinary threat to the national security and foreign policy of the United States. An absurdity that this government repeats shamelessly and attempts, in vain, to substantiate through manipulation across the major communication platforms it controls.
Anyone with even a minimum degree of information and rational judgment understands that presenting Cuba, a small developing island state, as a threat to the world's greatest nuclear, military, technological and economic power can only be the product of delusional and outdated thinking.
Cuba is not a threat; the blockade is!
We are fully aware of the enormous challenges we face for the security, survival and well-being of our people and for the destiny of the Nation. For this reason, we have undertaken a profound programme of economic and social transformations, incorporating new practices, actors and economic concepts. The objective is to recover and develop productive capacity, prosperity and equity, based on the principles of our socialist State governed by the rule of law and committed to social justice.
As if the relentless pressure against Cuba were not enough, the blockade, through its extraterritorial effects, also punishes those who dare to help the Cuban people. There are obstacles for companies seeking to carry out bank transfers with Cuba; suppliers who decide not to proceed with a transaction out of fear of possible consequences in the United States market; and investment entities that have withdrawn from Cuba following the implementation of the Executive Order of 1 May.
European companies and citizens doing business in Cuba have been particularly affected. They have seen their assets in the United States threatened, faced legal proceedings against them, and had family members prevented from entering that country.
Faced with this situation, we have witnessed the inaction of European institutions in defending the international order, the Charter of the United Nations, freedom of trade and Europe's own interests in Cuba. We note a lack of effectiveness in the implementation of European Regulation 2271, known as the Blocking Statute, which leaves European actors interested in working with Cuba — including businesses and civil society — in a state of vulnerability.
This European Parliament, which welcomes us today thanks to the position of The Left Group, has, rather than standing up for the interests of its citizens, chosen to align itself with the United States in its aggressive policy towards Cuba, driven by the right and the far right. We are convinced that, despite this, dignified, courageous and supportive voices within this Parliament, such as yours, will continue to speak out in defence of the Cuban people and their sovereign right to determine their own destiny without interference.
Encouraged by that spirit of solidarity and convinced that we are on the side of justice, our people remain steadfast in their determination to preserve the country's sovereignty and independence, at whatever cost may be necessary.
Our guiding principle was given to us by the Commander-in-Chief Fidel Castro Ruz, when he declared:
“It is true that we are still under the imperialist blockade; it is true that the imperialists are trying to tighten that blockade, and that we do not know how long we will have to endure this situation. And we will endure it! Because the revolutionary flag will never be lowered! Because the head held high of this nation will never bow down!”
Until Victory, Always!
