Reunión abierta en el Parlamento Europeo: Intercambio de opiniones sobre aspectos de la situación en América Latina y el Caribe

Expreso mi más sincero agradecimiento por este espacio de diálogo y reflexión.
Vivimos en los momentos de mayor peligro para la humanidad desde la Segunda Guerra Mundial. La revitalización de la Doctrina Monroe y la aspiración de imponer una visión única del mundo se han convertido en una verdadera pesadilla para América Latina y el Caribe. El Donroismo y su pretensión de convertir a nuestra región en su nuevo “espacio vital” que alcanzao en su visión expansionista desde Magallanes hasta Canadá, incluyendo a Groenlandia, es una amenaza existencial sin precedentes, para los pueblos del mundo.
Las ejecuciones extrajudiciales en alta mar, la imposición de aranceles punitivos como armas de agresión, el vil ataque contra Venezuela y el secuestro de su Presidente, la destrucción de las reglas del multilateralismo, así como la proliferación del extremismo violento y los discursos de intolerancia, xenofobia y discriminación, son los rasgos más claros de una dictadura global comandada desde Washington, que colocan en situación de grave peligro a todos los Estados nacionales con independencia de sus modelos culturales o políticos.
En este contexto global marcado por la incertidumbre y la volatilidad, el Gobierno estadounidense insiste en su agresiva política contra Cuba cuyo objetivo sigue siendo claro: provocar hambre, desesperación y el sufrimiento de su población. En línea con lo anterior, la Orden Ejecutiva del pasado 29 de enero del presidente de los Estados Unidos, declara el castigo colectivo al pueblo cubano y se propone crear una catástrofe humanitaria mediante el cerco energético.
El corte de suministro de combustible a Cuba, pone en riesgo la disponibilidad de servicios esenciales en el país como: la salud, la alimentación y el suministro de agua potable. La pretensión es provocar una tragedia humanitaria, destrozar nuestra cultura y someter a todo un pueblo a un genocidio con el burdo pretexto de la seguridad nacional.
Estamos en presencia de una flagrante violación del Derecho Internacional y de los principios refrendados en la Carta de las Naciones Unidas. El boicot energético contra Cuba se ejecuta sin que el país se encuentre bajo sistema internacional alguno de sanciones y tiene consecuencias nefastas para la población cubana. Su aplicación refuerza el carácter extraterritorial del bloqueo y causa perjuicio a la legítima actividad económica de las empresas europeas en Cuba.
La Europa, que tantas lecciones nos ha dado en materia de derechos humanos, no puede permanecer indiferente ante semejante ataque contra el orden internacional establecido. Una Europa confiable, creíble y predecible debe defender activamente la soberanía, la libre determinación de los pueblos y la paz. Hacemos un llamado a los miembros del Parlamento Europeo para que alcen sus voces en apoyo de este reclamo.
Cuba confía en que prevalezcan la responsabilidad, la justicia y el compromiso el multilateralismo, el derecho internacional; así como el respeto a la dignidad de los pueblos, pilares indispensables para un mundo más justo y seguros.

Speech on the Impact of the Blockade and the New Coercive Measures against Cuba
Honourable Members of the European Parliament,
Distinguished Ambassadors,
Ladies and Gentlemen,
I wish to express my most sincere gratitude for this opportunity for dialogue and reflection.
We are experiencing the most dangerous times since the Second World War. The resurgence of the Monroe Doctrine and the pursuit of a singular, hegemonic vision of the world have become a true nightmare for Latin America and the Caribbean. The ideology of Donroism, with its ambition to transform our region into a so-called “living space” with an expansionist vision stretching from Magellan all the way to Canada, including Greenland, represents an unprecedented existential threat to the peoples of the world.
Extrajudicial executions on the high seas, the use of punitive tariffs as instruments of aggression, the reprehensible attacks against Venezuela—including the abduction of its President and spouse—the undermining of the rules of multilateralism, and the spread of violent extremism alongside rhetoric of intolerance, xenophobia, and discrimination, represent the clearest indicators of a global regime under Washington’s command. These actions place all sovereign States, regardless of their cultural or political systems, in a position of serious peril.
In this global context marked by uncertainty and volatility, the United States government persists in its aggressive policy toward Cuba, whose objective remains clear: to provoke hunger, despair, and suffering among the Cuban population. In line with this, the Executive Order issued by the President of the United States on January 29 constitutes a collective punishment of the Cuban people and seeks to create a humanitarian catastrophe through an energy blockade.
The cutoff of fuel supplies to Cuba endangers the availability of essential services in the country, including health care, food, and access to drinking water. The intent appears to be to provoke a humanitarian tragedy, undermine our culture, and subject an entire people to genocide under the crude pretext of national security.
We are witnessing a blatant violation of international law and the principles established in the Charter of the United Nations. The energy boycott against Cuba is being carried out despite the country not being subject to any international sanctions regime and has dire consequences for the Cuban population. Its implementation reinforces the extraterritorial nature of the blockade and adversely affects the legitimate economic activities of European companies operating in Cuba.
Europe, which has provided so many lessons in the field of human rights, cannot remain indifferent to such an attack on the established international order. A reliable, credible, and predictable Europe must actively defend the sovereignty, self-determination of peoples, and peace. We call on the members of the European Parliament to raise their voices in support of this appeal.
Cuba trusts that responsibility, justice, and a commitment to multilateralism and international law, as well as respect for the dignity of peoples, will prevail—essential pillars for a fairer and safer world.
