Declaración del Ministerio de Relaciones Exteriores
La Habana, 29 de enero de 2025.- Cuba rechaza la decisión anunciada por el Presidente de Estados Unidos de usar la Base Naval en Guantánamo para encarcelar a decenas de miles de migrantes que se ha propuesto expulsar forzosamente. Es una demostración de la brutalidad con que ese gobierno está actuando para supuestamente corregir problemas creados por las condiciones económicas y sociales de ese país, la propia gestión gubernamental y su política exterior, incluyendo la hostilidad hacia países de origen.
Muchas de las personas que Estados Unidos está expulsando o se propone expulsar son víctimas de las propias políticas expoliadoras de ese gobierno y cubren necesidades de mano de obra que históricamente ha tenido la agricultura, construcción, industria, los servicios y diversos sectores de la economía estadounidense. Otros son resultado de facilidades en la frontera para entrar al país, de normas selectivas, políticamente motivadas, que los acogen como refugiados y, también, del daño socioeconómico que provocan las medidas coercitivas unilaterales.
Una parte importante contribuye y ha contribuido a la economía de ese país. Tienen empleo, cuentan con hogares, han creado familia y han proyectado sus respectivas vidas en Estados Unidos.
El territorio donde se propone encerrarlos no pertenece a Estados Unidos. Es una porción del territorio de Cuba en la oriental provincia de Guantánamo, que permanece militarmente ocupada de modo ilegal y contra la voluntad de la nación cubana. Esa instalación militar se identifica a nivel internacional, entre otros motivos, por albergar allí un centro de tortura y detención indefinida, fuera de la jurisdicción de las cortes estadounidenses, donde han permanecido hasta 20 años personas nunca procesadas judicialmente, ni condenadas de ningún delito.
Su empleo irresponsable generaría un escenario de riesgo e inseguridad en ese enclave ilegal y su entorno; amenazaría la paz y se prestaría para errores, accidentes y malas interpretaciones que podrían alterar la estabilidad y provocar serias consecuencias.

Cuba rejects U.S. decision to incarcerate migrants in the Guantanamo Naval Base
Statement by the Ministry of Foreign Affairs
Havana 29 January 2025.- Cuba rejects the decision announced by the President of the United States to use the Guantanamo Naval Base to imprison tens of thousands of migrants he has proposed to forcibly expel. It is a demonstration of the brutality with which that government is acting to supposedly correct problems created by the economic and social conditions of that country, the government's own management and its foreign policy, including hostility towards countries of origin.
Many of the people the U.S. is expelling or intends to expel are victims of that government's own plundering policies and fill labor needs that have historically existed in agriculture, construction, industry, services and other sectors of the U.S. economy. Others are the result of border facilitations to enter the country, of selective and politically motivated rules that welcome them as refugees, and also of the socioeconomic damage caused by unilateral coercive measures.
A significant portion contribute and have contributed to the U.S. economy. They have jobs, homes, have created families and planned their respective lives in the United States.
The territory where it is proposed to imprison them does not belong to the United States. It is a portion of Cuban territory in the eastern province of Guantanamo, which remains under illegal military occupation and against the will of the Cuban nation. That military installation is internationally identified, among other reasons, for housing a torture and indefinite detention center, outside the jurisdiction of U.S. courts, where people have been held for up to 20 years, never tried or convicted of any crime.
Its irresponsible use would generate a scenario of risk and insecurity in that illegal enclave and its surroundings; it would threaten peace and lend itself to errors, accidents and misinterpretations that could alter stability and cause serious consequences.
