La Habana, 18 de diciembre.- Las diputadas y diputados de la Asamblea Nacional del Poder Popular de la República de Cuba condenamos enérgicamente el reciente acto de piratería y terrorismo marítimo llevado a cabo por el gobierno de los Estados Unidos en aguas internacionales del mar Caribe, el pasado 10 de diciembre, cuando fuerzas militares de ese país asaltaron un buque petrolero, cerca de las costas de Venezuela.
Condenamos también la decisión del gobierno de los Estados Unidos de imponer un pretendido bloqueo naval contra la República Bolivariana de Venezuela para impedir el libre comercio de hidrocarburos, lo cual constituye una gravísima violación del Derecho Internacional y la Carta de las Naciones Unidas, a la vez que quebranta la paz en la región.
Estas acciones se inscriben en la estela de provocaciones y agresiones del actual gobierno estadounidense contra la hermana República Bolivariana de Venezuela, que ha escalado a partir de su desproporcionado e injustificado despliegue militar en el mar Caribe, que pone en peligro la paz, la seguridad y la estabilidad de la región.
Son actos que violan flagrantemente los propósitos y principios de la Carta de las Naciones Unidas y del Derecho Internacional, en particular, la Convención de las Naciones Unidas sobre el Derecho del Mar y del Convenio para la Represión de Actos Ilícitos contra la Seguridad de la Navegación Marítima. Crean un precedente muy negativo para el libre comercio internacional y la libertad de navegación entre naciones soberanas, que daña a la comunidad internacional en su conjunto, incluyendo a Cuba.
La incautación del buque, el robo de su carga y los pretextos usados para bloquear embarques petroleros, dejan al descubierto el verdadero objetivo que Washington persigue en su actuación cada vez más agresiva contra Venezuela, que no es otro que tomar el control de sus inmensos recursos naturales, a través de un incremento de la presencia militar de los Estados Unidos en la región y con el uso de instrumentos de fuerza, como parte de su nueva Estrategia de Seguridad Nacional y del «Corolario Trump» que reivindica la nefasta Doctrina Monroe.
Recordamos que la región de América Latina y el Caribe fue proclamada como Zona de Paz por todos los Jefes de Estado y Gobierno de la región, en la II Cumbre de la Comunidad de Estados Latinoamericanos y Caribeños (CELAC), celebrada en La Habana, en 2014. Esta Proclama mantiene plena vigencia, y debe ser respetada. Es una obligación de todos los gobiernos ante nuestros pueblos.
Las diputadas y diputados de la Asamblea Nacional del Poder Popular de la República de Cuba llaman a los pueblos y Parlamentos del mundo a condenar con firmeza esta escalada en la agresión contra la nación bolivariana.
Es nuestro deber movilizarnos en el repudio de estas prácticas de piratería moderna, en la denuncia de la amenaza y uso de la fuerza, en el llamado a detener las criminales intenciones de la Casa Blanca contra la hermana Venezuela, y en defensa de la paz, la seguridad y la estabilidad de Nuestra América.

Statement by the National Assembly of People's Power on the escalation of aggression by the United States government against the Bolivarian Republic of Venezuela
Havana, December 18.- The deputies of the National Assembly of People's Power of the Republic of Cuba strongly condemn the recent act of piracy and maritime terrorism carried out by the United States government in international waters of the Caribbean Sea on December 10, when military forces from that country assaulted an oil tanker near the coast of Venezuela.
We also condemn the decision of the United States government to impose a so-called naval blockade against the Bolivarian Republic of Venezuela to prevent the free trade of hydrocarbons, which constitutes a very serious violation of international law and the Charter of the United Nations, while also undermining peace in the region.
These actions are part of a series of provocations and aggressions by the current U.S. government against the sister Bolivarian Republic of Venezuela, which has escalated since its disproportionate and unjustified military deployment in the Caribbean Sea, endangering peace, security, and stability in the region.
These acts flagrantly violate the purposes and principles of the Charter of the United Nations and international law, in particular the United Nations Convention on the Law of the Sea and the Convention for the Suppression of Unlawful Acts against the Safety of Maritime Navigation. They set a very negative precedent for free international trade and freedom of navigation between sovereign nations, which harms the international community as a whole, including Cuba.
The seizure of the ship, the theft of its cargo, and the pretexts used to block oil shipments reveal the true objective that Washington is pursuing in its increasingly aggressive actions against Venezuela, which is none other than to take control of its immense natural resources through an increase in the US military presence in the region and the use of force, as part of its new National Security Strategy and the “Trump Corollary” that revives the disastrous Monroe Doctrine.
We recall that the Latin American and Caribbean region was proclaimed a Zone of Peace by all the heads of state and government of the region at the Second Summit of the Community of Latin American and Caribbean States (CELAC), held in Havana in 2014. This Proclamation remains in full force and must be respected. It is an obligation of all governments to our peoples.
The deputies of the National Assembly of People's Power of the Republic of Cuba call on the peoples and parliaments of the world to strongly condemn this escalation of aggression against the Bolivarian nation.
It is our duty to mobilize in repudiation of these practices of modern piracy, in denouncing the threat and use of force, in calling for an end to the criminal intentions of the White House against sister Venezuela, and in defense of peace, security, and stability in Our America.
