Mesures migratoires en vigueur depuis le 01/07/2023

Prolonger la validité des passeports des citoyens cubains de plus de 16 ans de 6 à 10 ans. Les titulaires d'un passeport valable 6 ans l'utiliseront jusqu'à sa date d'expiration. Le prochain passeport qu'ils demanderont sera conforme aux nouvelles lois.
Les enfants de moins de 16 ans auront un passeport valable 5 ans.
Les droits consulaires pour les passeports des plus de 16 ans diminuent de 10 %.
Pour les enfants de moins de 16 ans, les frais consulaires diminuent de 30 %.
L'obligation de prorogation est supprimée pour tous les passeports cubains, quelle que soit leur date de délivrance.

Note: Si vous n'avez pas effectué les prorogations correspondantes avant le 01/07/2023, vous n'avez pas besoin de les effectuer.

Les citoyens cubains qui ont émigré (ceux qui n'ont pas de résidence permanente à Cuba ou de permis de résidence à l'étranger) avant le 01/01/1971, doivent présenter leur passeport cubain pour entrer à Cuba, comme le prévoit la Constitution de la République de 2019.

Note: Les personnes qui entrent dans cette catégorie et qui n'ont pas encore leur passeport cubain bénéficieront de toutes les facilités pour l'obtenir. Si vous êtes dans cette situation, veuillez contacter directement le consulat où vous obtiendrez l'aide et toutes les informations complémentaires nécessaires.

La durée de séjour à Cuba des Cubains résidant à l'étranger (1 an) est égale à celle des parents étrangers qui les accompagnent lors de leur visite (conjoints et enfants). Auparavant, les parents étrangers accompagnants ne pouvaient rester que 6 mois à Cuba.

IMPORTANT: Bien que les mesures publiées dans le Journal Officiel indiquent que le prix du nouveau passeport est de 180,00 USD/EUR et 140,00 USD/EUR. Ce prix ne s'applique que dans les pays où les services sont facturés dans cette monnaie. En Suisse, les services sont facturés dans la monnaie locale, de sorte que les prix sont différents.

Lorsque les services sont facturés dans une monnaie autre que l'euro et le dollar, comme dans le cas de notre section consulaire, le taux de change est établi en fonction de plusieurs facteurs tels que le taux de change officiel reconnu par Cuba, le revenu par habitant du pays où les services sont reçus, entre autres.

En d'autres termes, les nouvelles mesures établissent une réduction de 10% (CHF 36.00 en moins) du prix du passeport pour les adultes et une réduction de 30% (CHF 108.00 en moins) pour les enfants de moins de 16 ans. En conséquence, les prix des services consulaires de notre Consulat ont été réduits du même montant. Vous trouverez les nouveaux prix des passeports dans notre section consulaire ci-dessous.

Modalités de paiement des services consulaires

Les frais consulaires doivent être payés en espèces.

Note: Il n'est pas possible de payer avec des cartes de crédit/cartes de débit/ TWINT à notre consulat.

Pour ceux qui utilisent le service postal, veuillez utiliser la facture QR disponible sur ce site.

Important: En raison des sanctions des Etats Unis d’Amérique à notre pays, de nombreux virements vers nos comptes sont bloqués. Veuillez consulter le document ci-joint pour vous assurer que votre paiement est effectué correctement et pour éviter tout désagrément.

Si vous n'êtes pas en mesure d'effectuer le paiement par l'une des méthodes ci-dessus, veuillez nous contacter par e-mail, afin que nous puissions vous aider et trouver la solution la plus rapide et la plus efficace.

Comment payer les frais consulaires lorsque la procédure est effectuée à distance?

En raison des sanctions imposées par le gouvernement étatsunien, un certain nombre de banques suisses bloquent les virements bancaires vers notre compte à la Banque Cantonale Bernoise (BKBE). Par conséquent, le seul moyen sûr à 100 % de payer le service demandé est de payer directement à Postfinance en utilisant la facture QR disponible sur ce site web.

Note: Il est essentiel de remplir tous les champs de la facture et de noter dans les remarques sur le virement le nom du bénéficiaire du service consulaire ou une brève description du service consulaire auquel le virement se rapporte.

Politique de retour

Les virements reçus peuvent être retournés dans un délai n'excédant pas 6 mois, soit parce que les exigences du service ne sont pas remplies, soit à la demande du bénéficiaire du service consulaire. Passé ce délai, les virements ne seront pas remboursés.

Pour demander un remboursement, vous devez nous contacter par courrier électronique et envoyer les informations suivantes :

Nom du bénéficiaire du remboursement.

Adresse personnelle.

Numéro IBAN.

Nom de la banque sur laquelle le remboursement doit être effectué.

Remarque: En raison du blocus étatsunien, le transfert du remboursement peut également être bloqué par certaines banques. Dans ce cas, nous vous contacterons afin de rechercher d'autres solutions pour vous restituer l'argent. Si aucune solution ne peut être trouvée, le remboursement ne sera pas possible. Il est impossible de rembourser un virement bancaire en espèces.

Délai de traitement des demandes

Les demandes incomplètes de services consulaires ne seront pas traitées. Le demandeur dispose d'un délai de deux mois pour remplir toutes les conditions liées à sa demande ou toute autre condition requise par les fonctionnaires consulaires.

Passé ce délai, la demande sera archivée et le demandeur devra recommencer sa demande.

Les exceptions à cette règle sont les demandes qui ne peuvent être complétées en raison de situations humanitaires ou d'événements exceptionnels qui justifient le retard dans l'envoi de tous les documents nécessaires.

Informations sur les procédures consulaires

Demande de passeport :

Il faut compter un minimum de 90 jours pour que les demandes de passeport soient prêtes. Malheureusement, depuis le début de la pandémie, les conditions logistiques permettant un traitement plus rapide n'ont pas été rétablies.

Note: Ce service est offert en personne seulement. Il est indispensable que la personne intéressée prenne rendez-vous à notre consulat pour venir faire prendre ses données biométriques, payer le service et soumettre tous les documents requis. Par conséquent, les demandes émanant de tiers ne seront pas acceptées. Cette procédure signifie également que les demandes de passeport ne seront pas acceptées par voie postale, comme c'était le cas depuis le début de la pandémie de COVID-19.

Quand puis-je demander un nouveau passeport ?

La demande d'un nouveau passeport est possible dans les cas suivants :

Perte, vol ou endommagement du passeport actuel (dans ce cas, vous devez présenter une copie du rapport de police ou du passeport endommagé).
Expiration de la période de validité du passeport actuel.

Remarque : En raison des délais de traitement des demandes par nos consulats, il est possible de demander un nouveau passeport six mois avant l'expiration du passeport actuel. De cette manière, l'utilisateur ne sera jamais privé d'un document de voyage valide.

Après avoir acquis la nationalité cubaine à l'étranger.

Exigences relatives à la demande de passeport:

Formulaire de procédure migratoire dûment complété, accompagné d'une photo et signé.

Remarque: L'écriture utilisée pour remplir le formulaire doit être claire et lisible. La signature ne doit pas toucher les bords de la case prévue à cet effet. En outre, toutes les informations demandées doivent être complétées le plus précisément possible afin d'éviter tout retard ou refus de la demande.

Copie de l'acte de naissance ou, à défaut, de la carte d'identité cubaine (il peut s'agir de la carte actuelle ou d'une ancienne copie).
Copie de la page de données du passeport et de la vignette de résident à l'étranger si vous la possédez.
Paiement de la taxe correspondante en espèces au consulat.

339 CHF pour les demandes en personne pour les adultes.
267.00 CHF pour les demandes en personne ou par les parents de mineurs de moins de 16 ans.

Cartes touristiques

La carte touristique permet de séjourner à Cuba pendant 90 jours sans interruption. Il est possible de prolonger sa validité en se présentant à l'un des bureaux d'Identification, d'Immigration et des Étrangers du pays. La prolongation n'est accordée qu'une seule fois et seulement si le voyageur justifie dûment les raisons de la prolongation du visa.

Note: Les demandes de cartes touristiques ne seront plus acceptées par voie postale comme c'était le cas jusqu'à présent. La mise en place de la plateforme E-Visa simplifie le processus d'obtention de la carte touristique et en réduit le coût. Si vous avez des difficultés à utiliser la plateforme, vous pouvez demander, par email, un rendez-vous à notre consulat pour vous assister. Notre équipe effectuera la demande pour vous sans frais supplémentaires. Dans ce cas, la taxe consulaire sera payée en espèces uniquement.

Si vous demandez le visa électronique depuis votre ordinateur ou votre téléphone portable, vous devez choisir l'option « Suisse » dans la liste des pays qui apparaît au début, ce qui garantit que les demandes seront traitées par notre consulat. De même, vous devez compléter sans erreur toutes les informations personnelles demandées. Pour ce faire, nous vous recommandons d'utiliser les données du passeport avec lequel vous avez l'intention d'entrer à Cuba. Vous éviterez ainsi que votre visa ne soit invalidé en raison d'incohérences entre le visa électronique et votre document de voyage, et vous bénéficierez d'un traitement plus rapide de votre demande.
Le droit de visa touristique électronique est de 42 francs suisses par demande, quel que soit l'âge du demandeur. Vous devez effectuer un virement sur notre compte bancaire en utilisant la facture QR disponible sur ce site (dans les documents téléchargeables au format PDF). Il est important de savoir que les virements provenant de ZKB UBS/CreditSuisse peuvent prendre des semaines, bien qu'ils soient généralement rejetés et bloqués par ces banques en raison des sanctions étatsuniennes. Nous vous recommandons donc d'effectuer votre paiement directement dans un bureau de La Poste, car c'est le moyen le plus rapide et le plus sûr d'effectuer votre paiement.
Si vous ne recevez pas de réponse dans les 72 heures suivant la demande de visa électronique et le paiement, veuillez contacter immédiatement notre consulat par courrier électronique à l'adresse consulcuba@bluewin.ch pour vous renseigner. Nous traiterons votre demande dans les meilleurs délais.

Visas touristiques (A-1)

Comme les cartes touristiques, les visas touristiques A-1 permettent au voyageur de séjourner dans le pays pendant 90 jours sans interruption :

Les citoyens qui ont besoin de ce visa, qui est apposé dans le passeport, doivent contacter notre consulat par e-mail, où ils seront informés des conditions à remplir pour l'obtenir. Le coût du visa A-1 est de CHF 144.00.

Visas familiaux (A-2)

Ce visa permet de séjourner à Cuba pendant 180 jours, qui peuvent être prolongés à la demande du voyageur auprès des autorités migratoires cubaines de la localité où il réside à Cuba.

Les enfants et les conjoints de citoyens cubains peuvent demander ce visa. Si vous ne faites pas partie de cette catégorie, vous devez contacter notre consulat, où vous serez dûment informé des démarches à suivre pour résoudre votre situation.

Les demandeurs doivent présenter:

Une copie de l'acte de naissance ou de l'acte de mariage délivré à Cuba, prouvant le lien de parenté avec un citoyen cubain.
Copie du passeport du citoyen cubain et du demandeur.
Billets d'avion aller-retour.
Le formulaire de demande de visa dûment complété, signé et accompagné d'une photo d'identité.
Paiement de la taxe consulaire correspondante: 144,00 CHF.

Document de voyage et de transit (DVT)

Le DVT est délivré aux citoyens cubains qui, pour diverses raisons, n'ont pas leur passeport pour entrer dans le pays. Il n'est valable que pour entrer à Cuba à une date précise. Pour quitter le pays, ils doivent donc se rendre auprès des services d'immigration pour demander un nouveau passeport ou, à défaut, un document les autorisant à quitter Cuba.

Demande de DVT:

Lettre de demande adressée à la Dirección de Identificación Inmigración y Extranjería (DIIE), signée par le demandeur, expliquant de manière claire et concise les raisons de la demande.
Formulaire de procédures migratoires dûment complété, signé et accompagné de photos d'identité.
Copie du passeport cubain. Si vous ne l'avez pas, présentez une preuve de perte ou d’endommagement.
Billets d'avion aller-retour à destination et en provenance de Cuba.
En cas d'urgence humanitaire, joindre un certificat médical ou tout autre document corroborant la situation humanitaire.
Paiement de la taxe consulaire correspondante : 45 CHF pour les demandes en personne.

Note: Une réponse à la demande sera donnée dans un délai de 24 à 72 heures en fonction de l'urgence du cas. En cas de refus, les frais de la demande ne sont pas remboursés.

Délivrance du DVT :

Le DVT est délivré directement dans les consulats. Le demandeur doit fournir une photo d'identité et s'acquitter de la taxe consulaire correspondante : 144 CHF pour une délivrance en personne.

Remarque: Dans des cas exceptionnels, il est possible de demander un DVT par voie postale, mais vous devez informer notre consulat de votre intention de le faire et des raisons pour lesquelles vous ne pouvez pas vous présenter en personne.

Changement de catégorie migratoire pour devenir résident à l'étranger (PRE)

Ce changement peut être demandé par les citoyens cubains résidant sur le territoire national qui voyagent à l'étranger et qui, pour des raisons professionnelles ou personnelles, décident de vivre en dehors de Cuba, sans perdre leur résidence dans le pays et, par conséquent, leurs droits de propriété dans le pays.

Citoyens dont la résidence à l'étranger a été approuvée:

Ils peuvent dépasser la durée de 24 mois à l'étranger et conserver leur résidence cubaine.
Ils conservent le droit de propriété sur les biens qu'ils possèdent ou dont ils peuvent hériter à Cuba.
Leurs enfants de moins de 18 ans acquièrent automatiquement le même statut migratoire.
Ils peuvent entrer à Cuba et y rester jusqu'à un an. Passé ce délai, ils doivent se présenter aux autorités d'émigration pour exprimer leur intention de conserver leur résidence à l'étranger. Dans le cas contraire, celle-ci sera automatiquement annulée et ils retrouveront le statut migratoire de résident permanent à Cuba.
Ils peuvent demander une procédure de rapatriement, c'est-à-dire récupérer leur statut de résident permanent à Cuba. Si cette demande est approuvée, ils auront droit aux avantages douaniers dont bénéficient les rapatriés.

Changement de catégorie migratoire pour devenir résident sur le territoire national (rapatriement)

Le rapatriement peut être demandé par les citoyens cubains qui ont émigré et qui résident à l'étranger. Il s'agit de la procédure migratoire permettant d'établir la résidence permanente à Cuba. Les personnes appartenant à cette catégorie migratoire peuvent rester à l'étranger jusqu'à 24 mois consécutifs, sans perdre leur résidence permanente.

Note: Pour un traitement plus rapide de cette demande, vous devez la présenter en personne au bureau de la Dirección de Identificación, Inmigración y Extranjería (DIIE) de la localité où vous avez l'intention de résider à Cuba. Notre consulat ne fournira qu'une assistance aux personnes intéressées en ce qui concerne les exigences et les détails de la procédure. Les demandes ne seront pas traitées directement par ce bureau consulaire.

Conditions requises pour le rapatriement:

Lettre de demande adressée à la Dirección de Identificación, Inmigración y Extranjería (DIIE) expliquant les raisons pour lesquelles vous souhaitez être rapatrié.
Formulaire général pour les procédures consulaires dûment complété, signé et accompagné d'une photo d'identité. Il est important que vous incluiez dans le formulaire toutes les données nécessaires et les coordonnées de votre personne de référence à Cuba.
Copie du passeport cubain en cours de validité.
En outre, le demandeur doit demander au propriétaire de la propriété où il s'installera de se rendre au bureau local du DIIE pour présenter une déclaration sous serment devant un notaire, dans laquelle il s'engage à prendre soin du demandeur pendant sa période d'hébergement dans le pays. Si le demandeur est propriétaire d'un bien immobilier à Cuba ou s'il s'agit d'un mineur dont les parents sont propriétaires, cette exigence n'est pas nécessaire.

La décision du DIIE est définitive. En cas de refus, le demandeur peut présenter une nouvelle demande après un délai d'un an.

Démarches notariales et d'état civil

Transcription de l’acte de naissance

Il s'agit de l'acte d'enregistrement de la naissance des enfants nés à l'étranger de mères ou de pères cubains. Grâce à cette procédure, la naissance du mineur est portée à la connaissance des autorités compétentes de Cuba, qui délivrent un certificat de naissance valable à Cuba, qui peut être demandé au Registre civil des actes des Cubains résidant à l'étranger (situé à Linea et E, Vedado, La Havane).

Cette démarche n'implique pas l'obtention de la citoyenneté cubaine pour les descendants de parents cubains, ni la possibilité d'obtenir un passeport cubain, et ne génère aucune obligation légale pour les enfants. Cependant, elle leur est utile en cas d'éventuels héritages ou dans le processus d'obtention de la citoyenneté, si telle est l'intention finale.

Pour demander une transcription de naissance, les parties intéressées doivent présenter les documents suivants:

L'original de l'acte de naissance délivré dans le pays de naissance et légalisé par les autorités compétentes (généralement la Chancellerie cantonale ou la Chancellerie fédérale).
Le formulaire de demande dûment complété et signé au moins par le père ou la mère cubain(e).
Copies des actes de naissance des deux parents.
Copie du passeport de la personne à enregistrer et de ses parents.

Note: La transcription de la naissance est exemptée de paiement. La légalisation de l'acte de naissance, qui reste au consulat, ne coûte que 198,00 CHF. Pour que ce service puisse être effectué par notre consulat, la naissance doit avoir eu lieu en Suisse ou au Liechtenstein. Si ce n'est pas le cas, veuillez contacter notre consulat pour vous renseigner.

Transcription de l’acte de mariage

Cette procédure a pour but de mettre à jour l'état civil d'un citoyen cubain dans les registres de l'état civil. De cette manière, les certificats d'état civil demandés à Cuba coïncideront avec l'état civil réel du demandeur, ce qui évitera des problèmes au cas où le document serait nécessaire pour une procédure quelconque.

Les certificats de mariage délivrés à Cuba peuvent être demandés au registre civil des actes des Cubains résidant à l'étranger (situé à Línea y E, Vedado, La Havane).

Les citoyens cubains intéressés par la transcription de leur acte de mariage doivent fournir:

L'original de l'acte de mariage délivré en Suisse et légalisé par les autorités étrangères compétentes (généralement la Chancellerie du canton ou la Chancellerie fédérale).
Copies des actes de naissance des deux époux.
Copies des passeports en cours de validité des deux conjoints.
Formulaire de demande dûment complété et signé par les deux conjoints.
Paiement en espèces de CHF 450.00

Note: Pour pouvoir effectuer ce service depuis notre consulat, il est indispensable que le mariage ait eu lieu en Suisse ou au Liechtenstein. Si ce n'est pas le cas, veuillez contacter notre consulat pour obtenir de l'aide.

Procurations notariées

Les procurations sont des documents par lesquels le demandeur ou le mandant donne la prérogative à une tierce personne d'agir en son nom afin de mener à bien tout type de procédure juridique.

Les procurations générales: Elles sont accordées si vous avez besoin d'être représenté en justice ou si vous avez l'intention de confier à une tierce personne un large éventail de pouvoirs administratifs (gestion des comptes bancaires, des affaires, des biens, représentation commerciale, etc).

Les procurations spéciales: Elles sont accordées en cas de besoin de représentation pour une ou plusieurs affaires spécifiques telles que l'achat, la vente et la donation de biens et de voitures, l'autorisation pour l'établissement d'un passeport et/ou le voyage à l'étranger d'un mineur résidant à Cuba, la demande et la correction de documents personnels, la représentation dans l'acte de mariage, et des affaires de nature diverse que le mandant peut exiger.

Dans les deux cas, le demandant doit envoyer par courrier électronique:

Le formulaire de demande dûment complété et signé.
Une copie du passeport du mandant.
Une copie du document d'identité du mandataire (carte d'identité ou carte de mineur).
Dans le cas de procurations portant sur des biens, des voitures ou des mineurs, veuillez consulter les liens correspondants.
Tout autre document qui pourrait être exigé par les autorités consulaires afin de garantir l'efficacité de l'acte juridique.

Note: Le formulaire doit être rempli avec soin et de préférence sur un ordinateur, car ces informations sont utilisées pour établir la procuration. Le consulat ne peut être tenu responsable des erreurs commises par le demandeur, qui peuvent rendre le document inutilisable.

Une fois que toutes les informations nécessaires à votre demande ont été envoyées, nous préparons un projet de procuration que vous devez examiner attentivement, car toute erreur entraînera l'annulation du document. Vous pouvez également consulter des spécialistes cubains pour obtenir un deuxième avis.

Par la suite, vous devez confirmer au consulat si vous êtes d'accord avec le projet qui vous a été envoyé ou si vous souhaitez y apporter des modifications.

Ce n'est qu'à l'issue de cette procédure qu'un rendez-vous vous sera donné pour vous rendre au consulat afin de signer la procuration et d'obtenir une copie conforme de l'original délivré sur place.

Important: Tous les documents notariés délivrés par ce consulat sont valables sur le territoire national, une fois qu'ils ont été légalisés par le ministère des Affaires étrangères. De même, nous informons nos utilisateurs que le service d'envoi de documents à Cuba par la valise diplomatique n'est pas disponible à l'heure actuelle, et qu'ils doivent donc s'occuper personnellement de l'envoi de ces documents à Cuba.

Demande de documents pour Cuba

Pour le moment, ce service n'est pas disponible dans cette section consulaire. Par de causes logistiques, il est impossible de garantir que les documents seront délivrés à l'étranger, c'est pourquoi nous recommandons à nos utilisateurs de:

Demander les documents directement à Cuba, soit personnellement, soit par l'intermédiaire d'un ami ou d'un parent.
Contacter le Conseil juridique international pour savoir s'il est possible de demander ce service par son intermédiaire.
Demander les documents sur le site web créé à cet effet par le ministère de la justice. Dans ce cas, le document sera délivré à Cuba.

Légalisation des documents étrangers

Il s'agit du processus qui permet à un document étranger d'être valable à Cuba et, par conséquent, d'être utilisé pour effectuer toute formalité juridique.

Pour qu'un document puisse être légalisé dans notre consulat, il doit d'abord être légalisé par les autorités suisses compétentes, c'est-à-dire les chancelleries cantonales ou la Chancellerie fédérale.

Tous les documents à légaliser au consulat qui ne sont pas rédigés en espagnol doivent être traduits en espagnol. La traduction et l'original étant deux documents différents, ils doivent tous deux être légalisés par les autorités compétentes, puis par le consulat.

Remarque: Si la traduction du document est effectuée directement au consulat, il n'est pas nécessaire de le faire légaliser par les autorités suisses, ce qui permet d'accélérer le traitement et de réduire les coûts.

Consular registration:

All Cuban citizens travelling abroad who requests a service from any Cuban consulate abroad (except for those Travelling Abroad up to 24 months), should be registered in the consular register.

Passport Renewal:

Residence abroad

Application for Residence Abroad

Generally the migration status of the Resident Abroad is granted for Cuban citizens with marital unions (formalized or not) with citizens of other countries, living abroad. Also the parents and children under 18 years of age or disabled, of Cuban citizens with the RE migration status. Also for close relatives in the national territory living with RE Cuban citizen, when it is evident that they have lost part of their protection or are unfit for work. When there are other reasons being humanitarian or family supporting the resident status of the interested person abroad. This process is authorized by Cuban migration authorities. For requesting the RE the following steps are required:

I. Transcription and formalization at the Consulate of the marriage held before the authorities of the foreign country. If the transcription has not been made, the corresponding documents should requested from the Consulate.

II. Application for Residence Abroad. The Cuban spouse should carry out the procedures indicated below:

Four passport photographs (4,5 x 4,5) cm
Presenting a RE application form at the Cuban Immigration Office
Photocopy of your passport
Photocopy of the document from your country of residence
Name, Last names and address of the person of reference in Cuba (father, mother, siblings, etc.)
If you don’t have a passport, photocopy of your Birth Certificate.
You must pay the consular fees for the application. If it is approved, you must pay the corresponding consular fee for the approval at the moment of receiving the response from the Cuban authorities.
If you got married in Cuba, you should present the original Marriage Certificate with at least one year of being issued.

If this application is for an underage the original Birth Certificate must be attached.

The fact of having requested the change of travel status does not mean it is given automatically, it can be denied or granted.

Once the applicant is given the RE (the consulate will inform you) he/she can leave and return to Cuba whenever he/she wants and stay in the national territory up to 12 months without losing his/her Resident Abroad status.

Duties are:

Getting registered in the office for Cuban citizens of the Consular office of the corresponding place of residence.
If you moved your residence abroad you should notify the Consular Office where you are registered and you should appear at the nearest Consular Office of your new domicile to carry out the new registration.
If you will stay in Cuba for over 12 months you will lose status and should request a new authorization.

The opportunities offered by this status are:

Visit our country at will without previous authorization.
In every trip to Cuba you will be allowed to stay for a 6 month- period without the need for any kind of procedures and will extend the stay for at most 12 months if needed, which must be dealt with by the corresponding migration authorities. If you need to stay in Cuba for over a year, you should inform the immigration authorities about your intentions of keeping residence abroad.
The foreign relatives accompanying you on your travel are given an A-2 visa for 90 days and may extend their stay in the country if needed, by request to the corresponding migration authorities.
They can keep their properties in Cuba.
They can inherit goods from close relatives

Passport Authorization:

The authorization of multiple entry passport allows the entry to Cuba at will without additional procedure to its application. This allows Cuban immigrants to stay in Cuba for 90 days, a stay which can be exceptionally extended, requesting it directly from the Cuban Immigration Office in the nearest place of residence of his/her family in Cuba.

The authorization is not conceived for RE holders.

The authorization is a one-off procedure. When approved the authorization is valid indefinitely unless it is revoked. The application is made at the Cuban Consulate where you got registered, which will be in contact with the Cuban immigration service for its approval or rejection. You should fill out the consular form with this aim.

In order to travel to Cuba the authorization must be embossed on the Cuban citizen’s passport. Although it is approved, the authorization must be on the passport for the entry.

The Cuban émigrés who left the country prior to 1971 can travel to Cuba with foreign passport making the application at the consular office of a single door room called HE-11.

In order to enter Cuba, the Cuban émigré should present an accreditation document of residence in a foreign country together with the authorization.
In case of a denied authorization, his/her family in Cuba can make the application for entry authorization (HE-11) which is given under humanitarian reasons (serious illness or death of close relatives). This entry can only be requested in Cuba before the immigration authorities and is applied for by the Cuban citizen’s relatives.

Application for residence in the national territory (HE-4)

It is approved by the Cuban immigration authorities, for the entry in the national territory of Cuban émigrés who want to reinstate in Cuba permanently. The applications will be submitted in the consular offices by the interested parties. The application file for residence in the national territory is made up with the following documents:
A)   Present the application form
B)   Present the valid Cuban passport
C)   Notify the person of reference that he or she is responsible for securing accommodation and support in Cuba when needed until the interested party can have his/her own home and income. This will must be expressed through the notarial deed in Cuba, by the reference when immigration summoned him/her for such purposes.
D)   Pay the consular fee, as applicable, in accordance with current legislation.
The repatriation process is carried out by the Cuban immigration authorities, so that if required, the applicant must submit any other document that is requested by the competent authorities. The consulate will be in charge of notifying the abovementioned to the applicant.
In the case of children who wish to repatriate without one or both parents they must present a power of attorney (notary document) in favor of the person who will take custody of the child, granted by the parent or parents who do not accept the repatriation process.

Marriage abroad:

In order to marry abroad the Cuban citizen should present:

Transcript of marriage in the civil registry of Cuba

After marriage by the authorities of the country, the act must be transcribed in the corresponding Cuban Consulate, for its final recognition in Cuba.

Integral marriage certificate original, certified and legalized by the competent authorities of the country.

Divorce:

The recognition in Cuba of a firm divorce decree, issued by a foreign court, against which no appeal or appeal can be made, is made through the Registrar procedure, that is to say through the Marginal Note.

Birth Transcript:

The birth transcript is made for those born abroad, the children of Cuban citizens. The accomplishment of this act does not imply the automatic obtaining of the Cuban citizenship, since this is obtained with prior fulfillment of that established in the Citizenship Law of the year 1944.

Death Transcript:

When the death of a Cuban citizen in another country occurs, it must be transcribed in the Cuban consulate, for later registration in Cuba. The following requirements must be fulfilled:

Business visas must be requested by the interested party to the commercial office at the Embassy of Cuba and once the Consulate is notified of the approval, the interested party must be presented at the Consulate during opening hours.

To obtain visas processed by agencies and institutions in Cuba through the Immigration and Aliens Department, interested parties should contact the consulates and verify if the authorization has already been received.

Other visas

There are other types of visas, depending on the purpose of the trip: visas for students, visas for events, among others. In order to obtain any of them, the interested party must contact the Consulate of Cuba in the corresponding country and request information about them.

Application for residence in Cuba

Applications for PERMANENT RESIDENTS will be made by the interested foreigners, in the consulates, to which they will accompany:

Results of duly legalized radiographic examinations of the thorax, serological and AIDS tests. (The examinations cannot be more than six months since being issued before being presented at the Consulate.) The serology exam is unique and is the same one that we do in our country. These examinations could be presented directly in Cuba, whenever they are carried out In hospitals or clinics intended for the care of foreigners in Cuba)
Certification of criminal records in the country of residence, duly legalized. When presenting it to the Consulate, it cannot be more than 3 months since issued by the official institution.
Letter of reasoning that motivates the request.
Passport photo.
Photocopy of passport with the certification of its collation with the original by the Cuban consular office.
Certification of marriage, birth of children or other evidence that substantiates the reasons for your request made or recognized according to Cuban law, as appropriate.

You must pay the consular fee stipulated for this service in cash, by bank certificate or bank transfer.

FOR THE MINOR CHILDREN OF FOREIGN CITIZENS

Power of attorney of the father or mother, translated and legalized by the Consulate.
Certificate of birth of the minor translated and legalized by the Consulate.

Note: The documents must be translated by a sworn translator and legalized, the original and the translation, by the competent authorities and then by the Cuban Consulate or otherwise legalized only the original by the competent authorities and then carry out the translation in the Consulate of Cuba as well as the legalization of the original and the translation.
