Cuba reaffirms its political will and full commitment to the effective implementation of the 17 Goals of the 2030 Agenda for Sustainable Development.

Dear Madam President:

The delegation of the Republic of Cuba appreciates the opportunity to participate in the 20th General Conference of the United Nations Industrial Development Organization and we express our gratitude to H.E. Mr. Gerd Müller, Director General of UNIDO, for his invitation to such an important event.

I begin our intervention by recalling the words of our Commander in Chief Fidel Castro Ruz in 1964 when he said and I quote: "...Industrialization is a decisive process for economic development. There is no doubt that it is equivalent, in strategic terms, to creating the main material and technological base for accessing development...".

Despite the unprecedented tightening of the economic, commercial and financial blockade imposed by the United States against Cuba; the application to its full extent of the extraterritorial Helms-Burton Act; and the arbitrary inclusion of our country on the list of countries sponsoring terrorism; Cuba reaffirms its political will and full commitment to the effective implementation of the 17 Goals of the 2030 Agenda on Sustainable Development, as well as to the promotion of an Inclusive and Sustainable Industrial Development for its citizens, which contributes to the construction of a socialist, prosperous and sustainable society.

In a complex external context and of recovery from the economic crisis caused by the COVID-19 pandemic, we recognize and appreciate the work developed by the United Nations Industrial Development Organization (UNIDO) at the international level and especially at the national level, within the framework of our Country Program, approved for the period 2021-2025, a document that establishes the priorities for Cuba's industrial development in the context of our country's relations with this Organization, relations that are of long standing and deep friendship.

Cuba's Country Program, closely aligned with the United Nations Cooperation Framework for Sustainable Development 2020-2024, extended until 2025; Cuba's National Economic and Social Development Plan until 2030 and the 2030 Agenda itself; establishes as priority areas the strengthening of sustainable food systems and the diversification of production, the development of value chains, the strengthening of the pharmaceutical and biotechnology industry, the promotion of a better use of renewable energies and energy efficiency in key sectors, as well as the development of industrial parks and special economic zones.

Special significance for our country also has the support received from UNIDO that allowed Cuba to have today a Policy for the Industrial Development of the Country, approved by Decree Law 59 of 2021, which establishes as a strategic objective for industrial development: to transform and modernize the leading industries gradually, prioritizing the products with the greatest impact on strategic sectors, combining innovative development, import substitution and export orientation to achieve increased competitiveness of products and services.

It includes research lines and sectorial science and innovation programs that reinforce the implementation of the Industrial Development Policy, expanding the link with universities and a portfolio of more than 200 innovation, research and development projects, which provide solutions to specific problems of the economy and the population, strengthen the reduction of the imported component and encourage exports.

Madam President,

Taking advantage of our presence today at this General Conference, we would like to extend an invitation to the distinguished delegates of the Member States present here, representatives of international organizations and the other participants, including the Organization that is hosting us, to the CUBAINDUSTRIA 2024 Convention and Exhibition Fair, an event for the technical exchange of industry professionals from all over the world, which will take place in Havana, Cuba, from June 17 to 21, 2024.
