Cuba rejects the recent intentions of the United States to toughen the Blockade, through the State Department announcement of suspending the application of Article III of the Helms-Burton Act, for only 45 days.  Irresponsible political blackmail and hostility in order to toughen the Blockade on Cuba; a brutal attack on International Law, Human Rights and on third party States, which shows the extraterritorial nature of the Blockade.  Through this mechanism, Washington is claiming the right for itself to promote a trial against those investors from third party countries who invest in Cuba in nationalized properties.
