University of Havana holds seminar for the study of the Helms-Burton Law

Havana. - The First International Seminar "Legal Implications of the Helms-Burton Law in the North American legal system and its impact in the light of international law" began its sessions at the University of Havana. In an inaugural conference, the Vice Minister of Foreign Affairs, Doctor of Science Carlos Fernández de Cossío, highlighted, first of all, the imprint of Ricardo Alarcón de Quesada in the constant study of this instrument in the country.

The codification and internationalization of the economic blockade against Cuba, as well as the effort to ward off any possibility of foreign investment on the Island, constitute the essence of the Helms-Burton Act. Carlos Fernández de Cossío presented some examples of the extraterritorial nature of this political instrument.

With the ultimate goal of overthrowing the Cuban Revolution, the Helms Burton Act prevents the sustainability over time of any rapprochement between the governments of the United States and Cuba.

In turn, Fernández de Cossío recalled the political context in which the Helms-Burtton Law was born, which was marked by the decomposition of socialism Europe, the disintegration of the Soviet Union, as well as a deep crisis in Cuba due to the loss of its main economic partners.

After concluding his keynote speech, the Vice Minister of Foreign Affairs answered several questions asked by students of the Faculty of Law of the University of Havana.

With the participation of specialists and jurists from the United States, France, Spain and Belgium, as well as university professors from the Island, the First International Seminar "Legal Implications of the Helms-Burtton Law in the North American legal system and its impact in light of the international law” will develop an intense program until next May 20.
