The delegation of Cuba congratulates you on your election and wishes you success in the discharge of your duties. You can count on our support and full cooperation.

Cuba welcomes the establishment of this Open-Ended Working Group of the General Assembly, in accordance with resolution 73/27 adopted last year and the commencement of its works.

We fully support the adoption of the provisional agenda and the rules of procedure of the Open-Ended Working Group.

Our delegation welcomes the work done by the Special Committee to Investigate Israeli Practices Affecting the Human Rights of the Palestinian People and Other Arab of the Occupied Territories.

The report submitted today shows the work done by the Committee, the problems faced during its work and the working goals and objectives towards the future.

We pay tribute to the staff of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), and in particular to Mr. Pierre Krahenbuhl, the Agency's Commissioner-General, for his tireless efforts, his courage and dedication to the service of Palestine refugees, in extremely difficult conditions.

Mr. Chairman,

The delegation of Cuba appreciates and takes note of the Report of the United Nations Scientific Committee on the Effects of Atomic Radiation, contained in document A/73/46.

The report is a benchmark in terms of information on the work of the Committee in accordance with its current programme, which includes aspects such as the "Evaluation of Health Effects and Risk Inference from Radiation Exposure", "Implementation of the Public Information and Outreach Strategy (2014-2019)" and "Implementation of the Committee's Long-Term Strategic Guidelines".

Mr. Chairman,

Cuba upholds the principles of mutual respect, truth, justice, universality, impartiality and non-selectivity as the only way to promote and protect all human rights.

Higher priority and visibility should be granted to solving problems such as extreme poverty, illiteracy, lack of access to basic rights like health care, education and food, among others, which characterize the unjust international economic order.

We reaffirm our commitment to continue promoting international cooperation in the field of human rights.

Mr. Chairman,

Cuba reiterates its willingness to cooperate with all United Nations human rights bodies and institutions that are universally applicable and non-discriminatory in nature, based on the provisions set out in General Assembly resolution 68/268, which established guidelines aimed at strengthening and improving the functioning of the treaty body system; which does not imply the establishment of new mechanisms that exceed the provisions governing the standard itself.

Mr. Chairman,

We fully endorse the statement by Indonesia on behalf of the Non-Aligned Movement.

The tendency to increase global military expenditure while hunger and poverty exponentially increase in the world is regrettable.

Last year, global military expenditure amounted to 1.7 billion dollars, while 3,460 million human beings survive in poverty, 821 million people suffer from chronic hunger, 758 million, are illiterate and 844 million, lack basic drinking water services.
