Your presence, as an honorable representative of the ideals of peace, solidarity, justice and prosperity for Latin America and the Caribbean and for the world, exalts this meeting.

We congratulate Mexico and wish you success during your presidency of the Security Council.

Within a context of global uncertainty and the multidimensional crisis sparked by the COVID-19 pandemic, this debate gains great significance.

We endorse the statement delivered by Azerbaijan on behalf of the Non-Aligned Movement and the Permanent Representative of Senegal, in his capacity as the Chair of the Committee on the Exercise of the Inalienable Rights of the Palestinian People.

Mr. President,

We appreciate the convening of this meeting to discuss the Security Council Annual Report to the General Assembly of 2020, contained in document A/75/2.

The relevance of the Security Council, as an organ mandated by the Charter of the United Nations for the maintenance of international peace and security, requires that the presentation of its annual reports cease to be a formal and uncritical exercise.

We endorse the statement delivered by the delegation of Azerbaijan on behalf of the Non-Aligned Movement.

We thank the People's Republic of China for holding this open debate, which is more than opportune in an international context that imposes the strengthening of multilateralism, full respect for the purposes and principles of the UN Charter and international law, as well as cooperation and solidarity to jointly face the numerous challenges of our time.

Seven months after the Security Council adopted resolution 2532 (2020), the COVID-19 pandemic continues to be a global challenge that has sparked a crisis of manifold and ravaging effects, not only for health, but also for the economy, trade and our societies at large.

Co-Chairs,

We appreciate the convening of this meeting to address two of the five key issues of the Security Council reform, namely “the categories of membership” and “the question of the veto”.

A few weeks ago, we held the first meeting of Intergovernmental Negotiations on Security Council Reform in this session. The high level of participation in that meeting showed the significance that Member States attach to this matter, and the willingness to discuss it as the only way to reach consensus.
