Mr. President,

We have again asked for the floor to reply to the slanderous statements of United States Secretary of State Michael Pompeo and Mr. Elliot Abrams, which I reiterate that we utterly reject. Both deliberately lie and ignore that the Bolivarian Republic of Venezuela is a free, independent and sovereign nation that makes its own decisions.

We welcome H.E. Mr. Carlos Holmes Trujillo, Minister of Foreign Affairs of Colombia, and the delegation that accompanies him.

We also welcome the presence of the Minister for Foreign Affairs of Indonesia, H.E. Ms. Retno Marsudi.

73 UNGA: Statement by Cuba at Security Council Quarterly Open Debate on the Situation in the Middle East, including the Palestinian Question. New York, 22 January 2019.

Mr. President,

We endorse the statement made by the Bolivarian Republic of Venezuela on behalf of the Non-Aligned Movement.

The Cuban delegation regrets that since the last open debate on this issue no progress has been made in favor of the just cause of the Palestinian people. On the contrary, the situation on the ground continues to deteriorate, with unilateral actions such as the withdrawal of financial support from the United States to the United Nations Relief and Works Agency for Palestine Refugees in the Middle East.

We appreciate the holding of this open debate and endorse the statement delivered by the Bolivarian Republic of Venezuela on behalf of NAM.

We believe that, in confronting global challenges and threats, it is essential to preserve and promote multilateralism, in particular by strengthening the central role of the United Nations and promoting international cooperation.

Mr. President,

We support the statement delivered by the Bolivarian Republic of Venezuela on behalf of the Non-Aligned Movement.

Cuba regrets that since the last open debate on this issue there has been no progress in favor of the just cause of the Palestinian people. On the contrary, the situation on the ground continues to deteriorate, with arbitrary decisions such as the withdrawal of a Member State's financial support for the Relief and Works Agency for Palestine Refugees in the Middle East.

Mr. President,

We are grateful for the convening of this meeting within the framework of the intergovernmental negotiations on Security Council reform (IGN), approaching their 10th anniversary this year.

In this context, we support the renewed and sustained efforts aimed at advancing the negotiations on Security Council reform, an issue that has been on the agenda of the General Assembly for more than 20 years.

We appreciate the holding of this open debate of the Security Council and support the statement delivered by the delegation of the Bolivarian Republic of Venezuela on behalf of the Non-Aligned Movement.

We express once again our deep concern about the situation in the Middle East region, in particular the lack of tangible progress towards a just, peaceful, comprehensive and lasting solution to the Palestinian-Israeli conflict, the core of the Arab-Israeli conflict.

Mr. Chairman,

We appreciate the holding of this open debate of the Security Council and we support the statement by the delegation of the Bolivarian Republic of Venezuela on behalf of the Non-Aligned Movement.

Cuba expresses its deep concern about the situation in the Middle East region, devastated by violence, interference in internal affairs, foreign aggression and long-term conflicts, such as the Israeli-Palestinian conflict, the core of the Arab-Israeli conflict.

Palestine continues to suffer from the illegal occupation and colonizing practices in violation of International Law, including international humanitarian law and human rights, as well as the principles enshrined in the Charter of the United Nations.

Mr. President,

Our country reaffirms its unwavering determination to combat terrorism and expresses its firm rejection and condemnation of all acts, methods and practices of terrorism in all its forms and manifestations, whatever their motivations, including State terrorism.

In compliance with the 18 international conventions on terrorism to which Cuba is a State Party, our country has taken significant legal actions such as Law 93 against acts of terrorism.
