Our delegation is grateful to you for convening this meeting to discuss the Annual Report of the Security Council to the General Assembly of 2018, contained in document A/73/2.
It is regrettable that, for the third consecutive time, the Security Council is late in discussing and adopting its annual report for its consideration by the General Assembly within the established time frame.

Cuba fully endorses the statement made by Indonesia on behalf of the Non-Aligned Movement.
We welcome the celebration of this first substantive session of the Open-Ended Working Group of the General Assembly on developments in the field of information and telecommunications in the context of international security.

The International Conference on Population and Development held in 1994 was a turning point in international debates on population. The implementation of the Cairo Programme of Action, the Montevideo Consensus and the 2030 Agenda provide avenues for solving the inequalities existing among countries and within our societies.

Our delegation has the honor to submit to the Special Committee on Decolonization, on behalf of Cuba, Antigua and Barbuda, the Plurinational State of Bolivia, the Republic of Nicaragua, the Bolivarian Republic of Venezuela, the Syrian Arab Republic and the Russian Federation, the draft resolution on the Question of Puerto Rico, included in document A/AC.109/2019/L.9
We appreciate the large presence of Puerto Rican petitioners today, whose contributions are significant to the work of this Committee.

I have the honour to thank Mrs. Phumzile Mlambo-Ngcuka, Under-Secretary-General and Executive Director of UN Women, and her team for the valuable information presented to the Board today, and in particular for the presentation of the annual report on the implementation of the 2018-2021 Strategic Plan. It has been 56 years since the United Nations Special Committee on Decolonization declared Western Sahara as a Non-Self-Governing Territory. In the last 23 years numerous resolutions of the General Assembly, the Security Council and the African Union have ratified the right to self-determination of the Saharawi people in line with United Nations resolution 1514 (XV) on the granting of Independence to colonial countries and peoples.

The achievements of UNICEF and its work over the past year in implementing the Strategic Plan 2018-2021 and the rest of the Organization's programme documents are commendable. These results continue to demonstrate UNICEF's commitment to the implementation of the 2030 Agenda and the promotion of the well-being of the world's children, particularly those still living in extreme poverty.
