The Cuban delegation would like to thank you for your good offices in the holding of this plenary meeting.
Cuba considers that it is a mistake to speak of Responsibility to Protect as a principle, since it does not constitute a foundation or an axiom of International Law. This so-called "responsibility" is just a notion, whose scope, rules of application and evaluation mechanisms are still far from being defined and agreed upon by Member States.

I reiterate our congratulations on your appointment, which I extend to the distinguished elected members of the Bureau.
Our delegation associates itself with the statements delivered by Pakistan on behalf of the Group of 77 and China. In like manner, we support the statement delivered by Costa Rica on behalf of the Group of Friends of Spanish (GAE).

We endorse the statement delivered by Azerbaijan on behalf of the Non-Aligned Movement and Senegal, in its capacity as Chairman of the Committee on the Exercise of the Inalienable Rights of the Palestinian People.
With indignation we receive, day after day, the news confirming the toughening of Israel's annexation policies on the Occupied Palestinian Territories and the continual increase of its illegal colonizing practices.
