71 UNGA: Cuba at the third and last session of the open-ended working group on the fourth special session of the General Assembly devoted to disarmament.

Mr. Chairman,

The delegation of Cuba appreciates and acknowledges your efforts as Chairman of this Open-Ended Working Group with a mandate to review the objectives and agenda, including the possible establishment of the Preparatory Committee of the fourth special session of the General Assembly devoted to Disarmament.

In accordance with its position of principle, Cuba has actively worked in its national capacity and within the Non-Aligned Movement to convene a fourth special session of the General Assembly devoted to disarmament. We are guided by the thinking and profound pacifist nature of the Historical Leader of the Cuban Revolution, Fidel Castro Ruz, who expressed in his reflection of October 15, 2010 and I quote, "Let us have the courage to proclaim that all nuclear or conventional weapons, everything that is used to make war, must disappear!"

Our country supports the proposal of the NAM on the objectives and the agenda of the fourth special session of the General Assembly devoted to disarmament.

We emphasize that the convening of the fourth special session would provide an opportunity to reaffirm the validity of the guiding principles and priorities agreed at the first special session of the General Assembly devoted to disarmament; as well as to examine the most crucial aspects in the area of ​​disarmament, including nuclear disarmament, which remains the major priority and immediate aim, in a manner consistent with the current international situation. In this regard, the mobilization of public opinion and the international community would be another core purpose.

Mr. Chairman,

With regard to its proposal on the objectives and agenda of the Fourth Special Session of the General Assembly devoted to Disarmament, we consider that it reflects the positions which were presented and that there should be no difficulty in agreeing a document during this third and last working session. It is our hope that all Member States will demonstrate their commitment and political will to achieve tangible results.
