75 UNGA: Statement by H.E. Mr. Pedro Luis Pedroso Cuesta, Ambassador, Permanent Representative of Cuba to the UN. First regular session of the UNDP/UNFPA/UNOPS Executive Board UNDP Segment. New York, 2 February 2021

Madam President,

Esteemed Mr. Achim Steiner, UNDP Administrator,

Distinguished members of the Executive Board and other delegations,

We thank Administrator Steiner for his substantive and comprehensive statement and the members of the Bureau and the Secretariat for the preparations and documentation submitted for this session.

We would like to take this opportunity to acknowledge the efforts made and the results achieved by UNDP and its Regional Bureau for Latin America and the Caribbean, in the socio-economic response to the COVID-19 pandemic. We are deeply concerned over the impact of the pandemic, which, without a doubt, will roll back much of the progress made in recent decades in terms of development.

We are particularly grateful for the actions taken by the UNDP, its representative in Cuba, Mrs. Maribel Gutierrez, and the Regional Director, Mr. Luis Felipe López Calva, in supporting my country's national efforts to address the effects of the pandemic, all of which have contributed to strengthening our response and control capacity. We also count on the UNDP collaboration in the support of our recovery efforts.

Madam Chair,

Considering the interactive nature of this segment, we wish to take the opportunity to ask you some questions regarding the development of the new Strategic Plan 2022-2025:

In relation to its implementation methodology, we would appreciate to know ¿how does UNDP intend to leverage support to the South-South and Triangular Cooperation in order to meet some of the main goals in the next Plan?. In this connection, we believe that the exchange of experiences, best practices, technical assistance and capacity building, among other methods, could be a valuable contribution in the search for solutions to common challenges and threats, such as those related to education, public health, disaster risk reduction, and so forth.

Additionally, ¿could you elaborate on how UNDP envisions the integration of the relevant mandates of the recently adopted resolution on the Quadrennial Comprehensive Policy Review of Operational Activities for Development into the preparation and implementation of the next new Strategic Plan?

Finally, we believe that the next Strategic Plan should strengthen and broaden the focus on groups of countries in special situations, including SIDS, as well as countries facing specific needs and challenges, such as the "middle-income" countries. Similarly, the new Plan should address how to increase the contribution of core resources within the entity's budget, bearing in mind that core resources offer UNDP financial stability, the possibility of better planning, and greater response capacity and flexibility to undertake its programs.
