76 UNGA: Statement by Ambassador Pedro L. Pedroso Cuesta, Permanent Representative of Cuba to the UN, at the quarterly open debate of the Security Council on the situation in the Middle East, including the Palestinian Question. New York, 25 April 2022

Madam President;

We endorse the statement delivered by Azerbaijan on behalf of the Non-Aligned Movement and Senegal, in its capacity as Chairman of the Committee on the Exercise of the Inalienable Rights of the Palestinian People.

With indignation we receive, day after day, the news confirming the toughening of Israel's annexation policies on the Occupied Palestinian Territories and the continual increase of its illegal colonizing practices.

The construction and expansion of settlements in the Occupied Palestinian Territory, the punitive demolitions, the forced displacement of hundreds of civilians, the blockade of the Gaza Strip and the annexation plans of the Palestinian territories of the Jordan Valley and other parts of the West Bank and East Jerusalem continue.

We condemn the attack on the Al- Aqsa Mosque by Israeli forces while hundreds of worshippers gathered for prayers.

It is regrettable that this Security Council remains without taking any action to end the Israeli military aggression and occupation of the Palestinian territory, including East Jerusalem, pursuant to its resolution 2334 (2016).

The United States continues to thwart the comprehensive, just and lasting solution to the Israeli-Palestinian conflict, disregarding the historic calls of the United Nations, the Non-Aligned Movement, the League of Arab States, the Organization of Islamic Cooperation and other international actors. It has repeatedly obstructed the action of the Security Council, which has allowed Israel's impunity and prevented this body from fulfilling its responsibility under the UN Charter for the maintenance of international peace and security.

In addition, it proposed the so-called "Deal of the Century" which, by ignoring the two-state solution, threatens the future of the State of Palestine, within the pre-1967 borders and with East Jerusalem as its capital.

The unilateral decision of the United States government to recognize Jerusalem as the capital of Israel, to establish its diplomatic representation in that city, disrespecting its historical status, as well as recognizing Israel's sovereignty over the Syrian Golan, constitute serious violations of the Charter of the United Nations, International Law and the relevant Security Council resolutions.

The current U.S. administration has not reversed such decisions, which further push away the possibility of a negotiated solution. Its aggressive, unilateral and unjustified actions in the Middle East continue to severely violate the legitimate interests of the Arab nations and lead to a dangerous escalation in the region.

We reiterate the call for an immediate and unconditional end to the arbitrary and illegal unilateral coercive measures imposed against sovereign nations.

Madam President,

Cuba maintains its unchanging position in defense and solidarity with the just cause of the Palestinian people.

We ratify our unrestricted support for a comprehensive, just and lasting solution to the Israeli-Palestinian conflict.

The Palestinian people must exercise their right to self-determination and to build an independent and sovereign State with the pre-1967 borders, with East Jerusalem as its capital and ensuring the right of return of refugees.

We support the admission of the State of Palestine to full membership in the United Nations and the call of its President to hold an international peace conference.

We demand the total and unconditional withdrawal of Israel from the Syrian Golan and all occupied Arab territories.

We call for the cessation of external interference in Syria and the full respect for its sovereignty and territorial integrity, while championing the search for a peaceful and negotiated solution to the situation imposed on that sister nation.

We ratify our endorsement to the Joint Comprehensive Plan of Action with Iran and our support for the inalienable right of States to the peaceful use of nuclear energy.

Cuba will always defend multilateralism, peace, the United Nations Charter and International Law.
