INTERVENTION BY OSMAYDA HERNÁNDEZ BELEÑO, FMC IN INTERACTIVE DIALOGUE: INCLUSIVE DEVELOPMENT, SHARED PROSPERITY AND DECENT WORK

Mr. President:

In several of its articles, the Constitution of the Republic of Cuba, recognizes work as a fundamental right. It establishes that all persons shall receive equal pay for equal work, without discrimination. It guarantees the right to protection, safety and hygiene in the workplace. It also states that all persons capable of working have the right to decent employment.

Improving the well-being and quality of life of the population is a priority objective of the Cuban socialist society, which is why the National Economic and Social Development Plan up to 2030 defines human development, equity and social justice as one of its strategic lines of action, with a concept of inclusive development.

The National Program for the Advancement of Women, Decent Work, Social Prevention and Attention to Vulnerabilities, racism and racial discrimination, constitute pillars to advance to higher levels of human development, equity and social justice in society, with access to health and education.

The implementation of these programs has favored the approval of public policies that promote the empowerment of women, the achievement of greater comprehensiveness and effectiveness in the prevention and elimination of manifestations of discrimination against women, and the protection of their labor rights and guarantees.

Because of its importance for progress, the National Program for the Advancement of Women includes the area of Economic Empowerment, which promotes the development of territorial alternatives to improve and expand care services, establishing the principle of shared responsibility between the State, the non-State sector, communities and families.

 As part of the Decent-Work Agenda, the Unpaid Work Project is being developed in the country with the objective of contributing to the equitable distribution of work, including the recognition of its economic and social value; the expansion of support services, goods and infrastructure, for which the National System for Integral Care of Life has been approved.

On the other hand, the approval of the Action Protocol in Cases of Discrimination, Violence and Harassment in the Workplace strengthens the protection of women's labor rights and regulates actions ranging from the identification of these manifestations to their prevention, control, assistance and training in the workplace.

Under the principle of leaving no one behind, Cuba has ratified its commitment to continue promoting the inclusive development of society, with equity and social justice.
