Intervention by Zonya Rivero López, Second Secretary of the Federation of Cuban Women (FMC), at the High Level Interactive Dialogue: “Freedom from violence, stigma and stereotypes”.

Mr. President,

The Cuban Constitution recognizes the right to a life free of violence. It affirms the importance of prevention and strengthens the responsibility of the State in implementing legal standards, public policies and improving mechanisms for the protection of victims.

High-level rules, such as the National Program for the Advancement of Women and the Comprehensive Strategy for Prevention and Attention to Gender Violence and in the Family Scenario, are articulated with other legislation, such as the Family Code and the Criminal Code.

The National Program, in one of its areas, improves policies and substantive and procedural legislation in family, labor, administrative and criminal matters to ensure effective treatment of violence. In addition, institutional action protocols have been updated with a systemic, multidisciplinary and cross-sectoral approach.

The Integral Strategy for Prevention and Support of Violence is based on the cooperation between the bodies and agencies of the Central State Administration, social actors and local governments, which allows for the coordinated identification, prevention, support, accompaniment and reparation of victims.

The Family Code recognizes discrimination and violence within couples and families. It provides rights and guarantees for the elimination and punishment of violence and discrimination against women. On the other hand, the Criminal Code criminalizes the death of a woman for gender-related reasons, and includes 36 amendments related to gender-based violence that seek to comply with all guarantees and rights of women and are transversal to all crimes.

The protection of women's labor rights was strengthened with the approval of the Action Protocol in Cases of Discrimination, Violence and Harassment in the Workplace. Services for women victims are ensured by the Councils, with a closer evaluation to the context of the community, and work is being done on the creation of integrated comprehensive services.

Cuba has ratified its commitment to gender equality, the empowerment of women and the eradication of all forms of violence and discrimination against women and girls in society.
