At the 11th UNAOC Global Forum, Cuba Advocated for Dialogue Among Civilizations and a Culture of Peace.

New York, December 14, 2025 — Cuba's Permanent Representative to the United Nations, Ambassador Ernesto Soberón Guzmán, delivered a speech at the 11th UNAOC Global Forum United Nations Alliance of Civilizations, held under the theme " Two Decades of Dialogue for Humanity".

In his speech, Guzmán reaffirmed the importance and urgency of promoting a culture of peace and genuine dialogue between civilizations in light of the alarming increase in intolerance, wars, interference in the internal affairs of states, and the imposition of unilateral coercive measures against countries in the Global South.

Soberón denounced the resurgence of hegemonic doctrines, increased militarism, and acts that violate international law and threaten regional peace and stability in Latin America and the Caribbean. He stressed the importance of preserving the region as a Zone of Peace. He also condemned the genocide Israel is committing against the Palestinian people with the complicity of the United States.

Cuba reiterated that it has been the victim of more than six decades of hostility and economic suffocation by the United States. This situation has been exacerbated in recent years by extraterritorial actions, the economic blockade, the unjust inclusion of Cuba on the list of alleged state sponsors of terrorism, and the campaign against Cuban medical cooperation. All of these actions are incompatible with the principles of the UN Charter and the culture of peace.

The Permanent Representative concluded by reaffirming Cuba's commitment to the Alliance of Civilizations, multilateralism, international law, and cooperation among peoples. Cuba is convinced that only through respect, understanding, and dialogue can a dignified and harmonious future for humanity be guaranteed.
