The ties between the Communist Party of Cuba (PCC) and the PPRL, the cornerstone of the ties between the two countries, as well as the legacy of their historical leaders, Commander in Chief Fidel Castro Ruz and comrade Kaysone Phomvihane, were highlighted at the meeting, as well as the ties between both parties, an example of solidarity and respect between two brotherly peoples. and an expression of the historic relations of friendship, solidarity and cooperation between Cuban and Laotian communists.
Comrade Vanhtha Sengmeuang, Ambassador Extraordinary and Plenipotentiary of the Lao People's Democratic Republic to Cuba, emphasized that the birth of the PPRL is the greatest and most important event in the history of his nation, and marked a new stage in the development of the revolutionary cause of its people, and underlined his country's decision to continue strengthening "the traditional friendship, solidarity and fraternal cooperation" with Cuba, "on the basis of mutual trust, support and assistance."
"A regular and continuous exchange of visits between the highest leaders and academics of both countries, both at the Party and Government levels, and a sincere exchange of joint theories and practices will be maintained," he said.
In our country, he stressed, they respect, and deeply remember, the great and valuable support and assistance provided by the brotherly Communist Party of Cuba, the Government and the people of Cuba to the Party, the Government and the Lao people, throughout the struggle for national liberation in the past, as well as in the mission of renewal, national protection and development today.
On behalf of the PCC, comrade Teresa Amarelle Boué, member of the Political Bureau and general secretary of the Federation of Cuban Women, stressed that both parties are united by "special ties of friendship, solidarity and cooperation."
He recalled that, constituted on March 22, 1955, the PPRL has its roots in the Communist Party of Indochina, created by Ho Chi Minh in 1930, to bring together militants from the three countries of that peninsula: Vietnam, Laos and Cambodia. With the leading force of this Party, he stressed, "Laos has undertaken economic transformations and has taken on important changes in the process of Renewal and Opening-up, which have enabled it to move towards a higher stage of development."
The Cuban leader recalled the official visit to Cuba, in September 1976, of the Laotian leader, Kaysone Phomvihane, when he was decorated with the José Martí Order, for his revolutionary career and contribution to socialism.
"The deep friendship between our parties is also reflected," he added, "in permanent solidarity. The brotherly Laotian people have received Cuban medical collaboration in territories such as the province of Houaphanh, considered the cradle of the Revolution," and in these complex moments that Cuba is facing, he explained, "we have also had the help of the brotherly Laotian people, and their Party.
Inter-party relations, he argued, have been strengthened by visits by high-level delegations, and he highlighted among them the stay, in the sister country of Indochina, in 2005, of Army General Raúl Castro Ruz, then Second Secretary of the Central Committee of the PCC, and the two of the current First Secretary and President of the Republic, Miguel Díaz-Canel Bermúdez. in June 2013 and in November 2018.
For his part, the President of the Lao People's Democratic Republic, Thoungloun Sisoulith, visited Cuba for an official visit and to participate in September 2023, in the G-77 Summit and China.
Inter-party ties are also sealed by theoretical seminars that have been held since 2023 to discuss experiences in the construction of socialism; and by exchange and cooperation agreements at the level of parties, youth and political training schools.
The member of the Political Bureau expressed, "on behalf of the Cuban people, the Party and the Government, our deep gratitude for the historic support of the Lao People's Revolutionary Party in our struggle against the economic, commercial and financial blockade imposed by the Government of the United States against Cuba"; and reiterated "the firm commitment to work together to continue deepening solidarity between both parties and peoples."
The commemoration was attended by Esteban Lazo Hernández, president of the National Assembly of People's Power; and Roberto Morales Ojeda, Secretary of Organization of the Central Committee, among other members of the Political Bureau; leaders of the Party, the Government, the UJC, the mass organizations, the FAR and the MININT, members of the Lao Embassy in Cuba, Laotian students and ambassadors of sister countries.
