Mr. President,
Cuba reiterates its principled position against selective, biased and interfering mandates, which do not have the consent of the State concerned, and which seek to single out certain countries under the pretext of human rights.
Such actions in no way contribute to promoting genuine cooperation, constructive dialogue and respectful exchange that should prevail in the treatment of human rights.
On the contrary, they only lead to further confrontation and polarisation, and waste our limited resources on the production of artificial and biased reports, which have no practical application on the ground and do not help the promotion and protection of human rights.
The extension of this mandate constitutes an act of interference in the internal affairs of the Russian Federation, which our delegationreject.
For the foregoing reasons, Cuba opposes draft resolution L.23, associates itself with the request for a vote made by the Chinese delegation and will vote against this text.
