Mr. President,
This resolution has been considered by the Human Rights Council in previous sessions. It has consistently been adopted by vote.
Our delegation did not support the resolution in those votes, as it does not share the text's approach, which addresses controversial issues.
The Council does not have a mandate to involve itself in issues related to international peace and security or territorial disputes.
If a vote is requested again, the Cuban delegation will maintain its traditional position regarding the resolution.
In the event that a vote is not requested on this occasion regarding draft L.16, the Cuban delegation would like to state on record that it disassociates itself from the consensus, and therefore our country cannot be considered a participant in that consensus.
I conclude by reiterating that Cuba will continue to support international cooperation, technical assistance, and capacity-building initiatives in the Council that complement national efforts to promote and protect human rights.
