Madam President,
Cuba strongly rejects the current deployment of United States naval and air forces in the Caribbean Sea.
This dangerous act represents a grave threat to regional peace and security. It is an aggressive show of force that undermines the sovereignty and self-determination of the peoples of Latin America and the Caribbean.
It also ignores the commitment of the 33 member countries of the Community of Latin American and Caribbean States to proclaim the region a Zone of Peace.
The US accusation of associating the legitimate government of the Bolivarian Republic of Venezuela and its President Nicolás Maduro Moros with criminal drug trafficking organizations constitutes an absurd and ridiculous pretext that lacks foundation.
The United States government is once again resorting to lies to turn the waters of the Caribbean Sea into a war zone and reimpose its system of domination in Our America, anchored in the Monroe Doctrine, the key to its interventionism in the American continent.
It would seem like a worn-out and laughable farce if it weren't for the fact that it could lead to tragedy. Similar fallacies have been used in the past to carry out ruthless attacks with considerable and prolonged human costs.
An example from recent decades was the farce surrounding the alleged presence of weapons of mass destruction in Iraq, a pretext used to attack and invade a sovereign country and cause the deaths of hundreds of thousands of its citizens.
Israel's historical accomplices in its genocide against the Palestinian people lack the moral authority to attempt to teach lessons or present themselves as paradigms in efforts to preserve a stability they have flagrantly violated on multiple occasions.
No one with a modicum of common sense and honesty can conceive that the scale of the troops, military equipment, air and naval assets, including nuclear submarines, and firepower that the United States is deploying in a peaceful area like the Caribbean truly achieves the stated objectives.
Madam President,
For years, the Bolivarian Republic of Venezuela has been the target of a systematic policy of harassment by the United States, including the imposition of unilateral coercive measures, smear campaigns, and disregard for the legitimacy of its constitutional authorities, seeking to justify foreign intervention in that Latin American country.
The current escalation constitutes an unacceptable threat of aggression and a disruption of the regime of peace and cooperation that Latin American and Caribbean countries have worked so hard to guarantee.
The Conference on Disarmament must urge the United States government to immediately cease its military escalation and hostile actions against Venezuela, and to refrain from using or threatening to use force against the sovereignty, territorial integrity, and independence of Venezuela and any other State.
Accepting this disproportionate and dangerous military operation or remaining silent would set an extremely serious precedent.
It is the responsibility of the members of this Conference to demand that the United States respect the UN Charter and international law, and fulfill its obligations under the Treaty of Tlatelolco, which provides for the denuclearization of our region.
The Caribbean Sea is not a war zone. Latin America and the Caribbean is and must continue to be a Zone of Peace.
Cuba calls on all nations to condemn this irrational and dangerous attack against the Bolivarian Republic of Venezuela and expresses its firm solidarity and support for the Venezuelan people and government.
