Ambassador Rodolfo Benítez Verson, Permanent Representative of Cuba, speaks at the presentation of draft resolution L.4 “Promotion of a democratic and equitable international order,” submitted under item 3 of the agenda. 60th Human Rights Council.

Mr. President,

The delegation of Cuba has the honour to present, on behalf of the 35 co-sponsoring States, draft resolution L.4 entitled: ‘Promotion of a democratic and equitable international order’.

The transformation of the current international order is an urgent need. Persistent and growing structural inequalities condemn the countries of the South to underdevelopment. They constitute a tangible and significant obstacle to national efforts for the promotion and protection of all human rights.

These circumstances do not exonerate states from their primary responsibility for human rights, but they impose serious constraints on their full realisation and enjoyment.

Draft L.4 builds on language previously agreed by the Council and takes due account of the recently adopted ‘Seville Commitment’, particularly with regard to international cooperation and the implementation of Official Development Assistance commitments.

The text deals comprehensively and realistically with the requirements of a democratic and equitable international order, which favours the realisation of individual and collective human rights.

Mr. President,

We thank the States, civil society organisations and other actors who actively and constructively engaged in the consultations on the draft.

The text we are presenting today is the result of this collective, transparent and inclusive construction.

We regret that some delegations maintain a rigid and distant position with respect to the legitimate aspirations to move towards a more just, democratic and equitable international order. We respectfully call on them to reconsider these positions in the future.

I conclude by emphasizing that the text we are submitting is a good faith contribution to the efforts to materialize the right of every person to an international order based on inclusion, social justice, equality, equity, human dignity, solidarity, respect for cultural diversity and human rights.

For the foregoing reasons, on behalf of the co-sponsors, Cuba requests the member States of the Council to vote in favour of draft resolution L.4.
