Mr. President,
Cuba will join the consensus on the draft oral decision that has been circulated by the Bureau.
Our delegation wishes to place on record its position that the adoption of this decision today must under no circumstances be construed as leaving open the possibility for the Universal Periodic Review Report of the Republic of Nicaragua to be adopted at a subsequent session of the Council, without the Addendum having been received and without Nicaragua's proper response to the recommendations it has been presented with.
As explicitly provided for in the Council's Institution-Building Package and in the principles and working methods governing the Universal Periodic Review, the full involvement and participation of the State under review at each stage of the UPR, including in the adoption stage of the final report of the process, is an absolute prerequisite for the functioning of this interactive dialogue mechanism.
