Communiqué of the Coordinating Bureau of the Non-Aligned Movement condemning the terrorist attack against the Embassy of Cuba to the United States
1. The Coordinating Bureau of the Non-Aligned Movement strongly condemns the terrorist attack perpetrated against the Embassy of Cuba to the United States on April 30 last, and notes with concern that the Government of the United States has failed to pronounce itself with a public statement in condemnation of the terrorist aggression.
2. The Coordinating Bureau of the Non-Aligned Movement rejects the politicization of the fight against terrorism, which is detrimental to international efforts towards that end, including through the unilateral preparation of lists accusing States and, in consequence, rejects the unfounded accusation that Cuba does not cooperate in the struggle against terrorism.
3. The Coordinating Bureau of the Non-Aligned Movement reiterates its firm position against terrorism in all its forms and manifestations, as well as all acts, methods and practices of terrorism wherever, by whomever, against whomsoever committed, including those in which States are directly or indirectly involved, which are unjustifiable whatever the considerations or factors that may be invoked to justify them, and in this context reaffirms their support for the provisions contained in General Assembly resolution 46/51 of 9 December 1991 and other relevant United Nations resolutions.
4. The Coordinating Bureau of the Non-Aligned Movement recalls that it is an obligation of States to take all appropriate measures to protect the premises of a diplomatic mission, accredited to their territory, against any intrusion or damage and to avoid disturbing the tranquility of the mission or impairing its dignity or normal functioning, as provided for in the 1961 Convention on Diplomatic Relations. In that context, the Coordinating Bureau urges the United States Government to take all the necessary measures to ensure the security and safety of the Cuban Embassy in Washington and the Cuban Permanent Mission to the United Nations, and the staff that works at both missions and the relatives accompanying them.
5. The Coordinating Bureau calls, once again, Member States to ensure no tolerance for terrorism, regardless of the targets or motives, and reaffirms its call to refrain from organizing, instigating, facilitating, participating in, financing, encouraging or tolerating terrorist activities and to take appropriate practical measures to ensure that their respective territories are not used for terrorist installations or training camps or for the preparation or organization of terrorist acts intended to be committed against other States or their citizens.
6. The Coordinating Bureau of the Non-Aligned Movement emphasizes once again the importance of dialogue and cooperation to counter terrorism and, in this regard, urges the Government of the United States of America and the Government of the Republic of Cuba to engage in a constructive dialogue.
