In that sense, Pedroso expressed that due to its importance, the issue of financing should have been addressed some time ago, but it was very clear that developed countries had no intention of addressing it.

He recalled that, on this same date in 1992 at the Rio Conference, the United Nations Framework Convention on Climate Change was opened for signature, for which he said that at this point the attitude of developed countries of not discuss the topic. At the same time, he wondered what the Heads of State will say about it, when the Paris Summit is approaching, on the 22nd and 23rd of this month; and the SDG and Climate Ambition Summits, in September.

On the other hand, a group of developing countries considered the reference to the Mitigation Work Program insufficient, which dilutes the commitments with the principles of the Convention, and does not include a key aspect for developing countries such as the provision of means of implementation.
