The call to the 6th. Congress took place 13 years after the previous one was held. The urgent strategies to cope with the negative economic situations of the 2000s, caused by the fall of the socialist camp and the economic and political consequences left at the national level by the Special Period in Times of Peace, are among the multiple causes of its postponement, to which was added the seriousness of Fidel Castro's state of health in 2005.
Regarding the 7th. Congress of the PCC, the thematic axes that led the debates were:
• Conceptualization of the Cuban Social Economic Model of Socialist Development;
• Economic and Social Development Program until 2030, aimed at solving the structural problems of the Cuban economy, based on government policies with comprehensive and sustainable approaches that respond to a strategic and consensual vision of the medium and long term;
• Evaluation of the results of the implementation of the Guidelines of the Economic and Social Policy of the Party and the Revolution, as well as their updating for the next period.
• Conceptualization of the Cuban Social Economic Model of Socialist Development;
• Economic and Social Development Program until 2030, aimed at solving the structural problems of the Cuban economy, based on government policies with comprehensive and sustainable approaches that respond to a strategic and consensual vision of medium and long terms;
