Council of State Approves New Decree-Laws to Advance the Implementation of Economic and Social Transformations

The Decree-Laws "On the Cuban State Enterprise System" and the "Amendment to Decree-Law No. 76 on Agricultural Cooperatives" were approved during the extraordinary session of the Council of State, held as part of the implementation process of Cuba's economic and social transformations. The session was chaired by the President of the Council of State, Esteban Lazo Hernández.

During the meeting, it was explained that, as a result of the implementation of the economic and social transformations examined by the Political Bureau, the Extraordinary Plenary Session of the Central Committee of the Communist Party of Cuba, the National Assembly of People's Power, and the Council of Ministers, it has become necessary to update the regulatory framework governing the Cuban state enterprise system.

The first of the approved decree-laws establishes the general principles governing the organization and operation of the Cuban state enterprise system in order to advance its transformation and development under the leadership of the National Institute of State Business Assets.

"This decree-law addresses 16 of the 17 transformations corresponding to Thematic Axis 1: Transformations in the Management Model of Economic Actors, specifically those related to the Socialist State Enterprise. It also facilitates the implementation of 12 additional transformations under other thematic axes," stated Roberto Ricardo Marrero, President of the National Institute of State Business Assets.

Meanwhile, Yovana Vega Mato, an official from the Ministry of Economy and Planning, noted that this legislation provides the legal framework enabling the state enterprise system, under the guidance of the National Institute of State Business Assets, to fully exercise its powers and implement all the mandated transformations. She added that these measures are being coordinated with a broader package of legal provisions currently under development.

During the discussions, Esteban Lazo emphasized the importance of the Decree-Law "On the Cuban State Enterprise System," which reaffirms the socialist state enterprise as the principal actor in the national economy. He also highlighted that the legislation expands the powers that underpin the autonomy of state enterprises, promotes the development of their productive capacities, and establishes their corporate social responsibility.

The "Amendment to Decree-Law No. 76 on Agricultural Cooperatives," for its part, regulates the establishment, organization, integration, and operation of agricultural cooperatives, updating the existing legal framework in line with the country's ongoing economic and social transformations.

Both decree-laws will be published in the Official Gazette of the Republic to ensure their broad dissemination and public awareness.

The extraordinary session of the Council of State also examined how the Council, through its constitutional responsibilities—particularly its legislative and oversight functions—will contribute to the implementation of the economic and social transformations. These reforms are intended to further strengthen Cuba's socialist development model while promoting economic growth and the nation's social development.
