Today, Ambassador Daylenis Moreno Guerra, the Deputy Permanent Representative of Cuba to the United Nations, spoke at the plenary briefing on the “UN 80” initiative. She stressed the importance of a transparent, inclusive, and respectful management of Member States’ mandates.
During her speech, the Cuban diplomat expressed concern about the lack of clarity regarding certain actions already undertaken by the Secretariat, including staff relocations, which, according to trade union reports, are underway. In this regard, she urged the Secretariat to provide detailed information.
The Deputy Permanent Representative also advocated for fewer budget cuts to the Regional Economic Commissions, which had previously been reported to be protected.
Moreno Guerra emphasized that the “UN 80” initiative should not result in fiscal adjustments that would compromise the organization's operational capacity. Given the lack of liquidity caused by the United States' prolonged nonpayment, she emphasized that priority should be given to cost-saving measures, such as reducing administrative travel and filling existing vacancies.
He concluded by reiterating the need for Member States to participate actively in the decision-making process for this reform and called for it to be conducted responsibly.
