New York, November 14, 2025. — The Chargé d'affaires, a.i. of the Permanent Mission of Cuba to the United Nations, Ambassador Yuri Ariel Gala López, spoke today at the Security Council's open debate on its working methods. In the context of the 80th anniversary of the UN and an increasingly complex and challenging international scenario, he stressed that the Security Council must effectively play its role in maintaining international peace and security in accordance with the Charter of the Organization.
During his speech, Ambassador Gala López emphasized that the Security Council reform cannot be postponed and must be discussed in detail, as outlined in General Assembly resolution 62/557. He added that "otherwise, the long-awaited comprehensive and profound reform that would make the Security Council transparent, democratic, and representative could not be achieved."
The Cuban diplomat expressed his concern about the Council's persistent tendency to work in closed formats to the other United Nations Member States, on whose behalf the Council must act in accordance with Article 24 of the UN Charter.
He also considered it regrettable that the Council continues to make decisions without addressing the concerns of non-member States and forcing action on draft resolutions when there are still significant differences regarding their content and scope.
He reiterated that the manipulation and selective use of the Council's methods and practices based on political agendas and domination must cease. Such strategies exacerbate divisions and undermine the Council's role in preserving international peace and security, rather than contributing to the end of conflicts.
Finally, Ambassador Yuri Gala López emphasized that the Security Council must adhere to its mandate without encroaching on the General Assembly's powers. "Strict compliance with the UN Charter is essential to ensuring the credibility and legitimacy of the Council and the Organization as a whole," he said.
