Geneva, Switzerland - 25 July 2024. Cuba continues to participate actively in the Second Preparatory Committee for the 2026 Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), which is being held in Geneva until 2 August 2024.
The Cuban delegation, together with the Non-Aligned Movement (NAM) to the NPT, reaffirmed the need for a universal, unconditional and legally binding agreement that provides effective security assurances against the use or threat of use of nuclear weapons for all non-nuclear-weapon States.
The delegation of the Caribbean islands recalled that the request for security guarantees had been made as early as the 1960s and had still not been resolved. In this regard, it rejected the idea that unilateral declarations or limited guarantees provided under nuclear-weapon-free zone agreements were sufficient. It also argued that unilateral commitments are unstable and that a universal instrument is essential to guarantee the security of all non-nuclear-weapon States.
