Cuba condemns the impact of the blockade on development and calls for removal of structural obstacles at the UN.

New York, 27 April, 2026 — Deputy Permanent Representative of Cuba to the United Nations, Ambassador Daylenis Moreno Guerra intervened in the Policy Dialogue among the Group of Friends of the Global Development Initiative (GDI), promoted by China, and the UN Task Force on Leveraging Partnerships for the implementation of the 2030 Agenda.

The Cuban diplomat condemned the economic, commercial, and financial blockade imposed by the United States government, which—aggravated by the energy siege—constitutes the main external obstacle to his country's development and a serious impediment to the 2030 Agenda.

Moreno-Guerra stressed that such unilateral coercive measures, together with the inequalities of the international economic order and limitations in access to finance, technology and markets, continue to affect developing countries disproportionately.

In this context, she stressed that, five years from the deadline for achieving the Sustainable Development Goals, it is imperative to remove these obstacles and promote a fairer, equitable and development-friendly international environment.

The Ambassador reaffirmed the need to ensure predictable, concessional and additional financing, as well as access to technologies and the strengthening of international cooperation, especially through partnerships based on solidarity and respect for national priorities. She also reiterated Cuba’s support for the Global Development Initiative, considering it a valuable instrument to promote cooperation and accelerate the implementation of the 2030 Agenda.   

At the same time, she emphasized that despite the impact of the blockade; Cuba continues to make great strides in key sectors and shares its experiences with countries in the South, while reiterating the urgency of political will and international coherence to achieve the goals of the 2030 Agenda.
