Cuba condemns at the UN Security Council U.S. policy of force and the blockade as threats to international peace

New York, 30 April, 2026 – At the quarterly open debate of the UN Security Council on the situation in the Middle East, including the Palestinian question, the Permanent Representative of Cuba to the United Nations, Ambassador Ernesto Soberón Guzmán, condemned the use of force as an instrument of foreign policy and highlighted its devastating consequences for international peace and security.

The Ambassador stressed that the current instability in the Middle East stems from doctrines based on imposition and force, applied in flagrant violation of the United Nations Charter. He stated that these practices, which cause human suffering and destruction, find parallels in unilateral coercive policies such as the blockade imposed against Cuba — a measure that also violates international law and severely affects the country's development.

Cuba strongly condemned the attacks perpetrated by the United States and Israel against the Islamic Republic of Iran, describing them as a flagrant violation of that nation’s sovereignty and territorial integrity. The Permanent Representative warned that these actions have resulted in the loss of a significant number of human lives and have undermined diplomatic efforts, further endangering regional and global stability.

In his speech, Ambassador Ernesto Soberón Guzmán emphasized that the use of force cannot resolve conflicts but rather deepens their humanitarian consequences. He reiterated the need to favor dialogue, negotiation, and respect for international law as the only legitimate paths to achieving lasting peace.

Referring to the Palestinian question, Cuba condemned the grave humanitarian situation in the occupied territories, which results from attacks against civilians and essential infrastructure. The Ambassador highlighted the responsibility of Israel as the occupying power, as well as the military and financial support of the United States, which for decades has enabled policies contrary to numerous UN resolutions.

Finally, the Permanent Representative reaffirmed Cuba’s support for the inalienable right of the Palestinian people to establish an independent and sovereign state, and underscored that a just and lasting peace will not be possible in the Middle East without a comprehensive solution to the Palestinian question. He insisted that the international community must act firmly by upholding multilateralism, respect for the UN Charter, and the peaceful settlement of conflicts.
