Cuba defends nuclear disarmament at the Second Preparatory Committee for the 2026 NPT Review Conference

Geneva, 24 July 2024. The Cuban delegation reaffirmed its firm commitment to nuclear disarmament and non-proliferation during its intervention, under the first pillar, at the II Preparatory Committee for the 2026 Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), which is being held in Geneva from 22 July to 2 August 2024.

In its statement, the delegation stressed the importance of the three fundamental pillars of the NPT: disarmament, non-proliferation and cooperation in the peaceful uses of nuclear energy. It stressed the need for all States Parties to comply strictly with all their obligations under the Treaty and rejected any selective implementation of the Treaty.

Cuba expressed its concern at the continuing lack of progress towards a world free of nuclear weapons, recalling that the first resolution of the United Nations General Assembly and the Final Document of the First Special Session of the United Nations General Assembly made nuclear disarmament the top priority. The country's role and leadership in the negotiation and adoption of the Treaty on the Prohibition of Nuclear Weapons (NPT) and its commitment in this regard were recalled.

The Cuban delegation criticised the lack of progress in implementing commitments such as the 2010 action plan for nuclear disarmament. It insisted that the next Review Conference should not simply reaffirm previous commitments, but should also agree on concrete, measurable and time-bound actions, incorporating the principles of verification, transparency, irreversibility and accountability.

Cuba concluded its speech by calling on the nuclear powers to fulfil their obligations and adopt concrete measures for nuclear disarmament, stressing that the total elimination of nuclear weapons is the only lasting solution to ensure the survival of humanity.
