Cuba Demands Fair and Inclusive Treatment for Developing Countries at the United Nations

New York, 6 October 2025 — The Permanent Representative of Cuba to the United Nations, Ambassador Ernesto Soberón Guzmán, spoke at the General Debate of the Second Committee of the 80th United Nations General Assembly, where he reaffirmed Cuba’s commitment to multilateralism, cooperation, and finding collective solutions to sustainable development challenges.

The Cuban diplomat warned of the current complex international context, characterized by conflicts, growing inequalities, and setbacks in achieving the Sustainable Development Goals. He denounced the deeply unjust and exclusionary international order that privileges wealthy countries and limits opportunities for the Global South, while calling for urgent action to mobilize new and predictable financial resources, establish a multilateral mechanism for sovereign debt negotiation, and reform international financial institutions.

Ambassador Soberón condemned Israel’s genocide against the Palestinian people and reiterated Cuba’s firm support for the Palestinian cause, while denouncing the use of hunger and humanitarian aid as weapons of war. He reaffirmed that there can be no peace or sustainable development without justice and respect for international law.

He also highlighted the urgency of addressing climate change on the basis of the principles of the United Nations Framework Convention and the Paris Agreement, insisting on common but differentiated responsibilities. He urged developed countries to fulfill their commitments to reduce emissions and provide means of implementation for developing countries.

The Cuban representative condemned the application of the illegal and unjust economic, commercial, and financial blockade imposed by the United States government against Cuba, as well as other unilateral coercive measures contrary to the Charter of the United Nations. He reiterated that Cuba will continue to work with determination for a more just, equitable, and inclusive international order, guided by its commitment to the 2030 Agenda and the right to development of all peoples.
