New York, January 16, 2026. – Cuba’s Deputy Permanent Representative to the UN, Ambassador Daylenis Moreno Guerra, stressed the need for the Security Council's annual report to the General Assembly for 2025 to be comprehensive, analytical, transparent, and allow for a real assessment of the causes and implications of that body's decisions.
During informal consultations, the ambassador emphasized that the report must not overlook Israel's repeated violations of the Security Council resolutions, including resolution 2334 (2016), in the context of the genocide against the Palestinian people and the escalation of the conflict in Gaza since October 2023, which continued throughout 2025.
She also referred to the importance that the document properly reflects the current threats to regional and international peace and security, like the escalation and aggressive naval deployment in the Caribbean Sea since September 2025, which led to the United States' military aggression against the Bolivarian Republic of Venezuela.
The Cuban representative also exposed the Security Council’s inaction as a result the United States’ repeated use of the veto, which has prevented that body from complying with its primary responsibility of watching over international peace and security.
Finally, she reiterated that the Security Council's annual reports should contribute to genuine accountability to the General Assembly, in accordance with Article 24 of the United Nations Charter, on behalf of all Member States that the Council supposedly represents.
